Summary

Bridgehill, Proposed Traffic Calming
The committee reviewed a report from the Corporate Director of Regeneration, Economy and Growth regarding the proposed traffic calming measures on Pemberton Road in Benfieldside. The proposal included the installation of six speed humps at various locations along the road, aimed at improving pedestrian safety near St Mary's RC VA Primary School and other key points.
The Traffic Management Section Manager presented the proposal, highlighting that it was developed in consultation with Durham Constabulary and local members, following concerns about pedestrian safety due to high vehicle speeds. The scheme had received eleven responses in favour and two objections from local residents, which were primarily concerned with potential traffic congestion and increased risks for pedestrians.
Councillor S Robinson and Councillor K Earley, local members for Benfieldside, spoke in support of the proposal, citing numerous accidents and near-misses on the road. Councillor Robinson emphasised the lack of objections from residents and businesses on Pemberton Road, while Councillor Earley praised the collaborative efforts with Durham County Council officers and the police.
Councillor C Kay, supported by Councillors D Wood and E Mavin, moved to endorse the proposal, noting the thorough research and local support. The committee unanimously resolved to set aside the objections and endorse the traffic calming measures in principle, with the final decision to be made by the Corporate Director under delegated powers.

Definitive Map Modification Application to upgrade Footpath 21 West Rainton to Bridleway
The committee was informed that the modification application to upgrade Footpath 21 in West Rainton to a bridleway was withdrawn. The Legal Officer (Planning and Highways) and the Public Rights of Way Team concluded that there was insufficient evidence to justify making the order at this time. The item was withdrawn, with the possibility of it being revisited at a later stage or dealt with under delegated powers.
