The Richmond (Yorks) Area Constituency Committee of East Riding of Yorkshire Council met on Monday, 17 June 2024, to discuss various community issues, including the renewal of the Public Space Protection Order (PSPO) for Richmond Falls and the Batts area, concerns about water pollution in the River Swale, the impact of BT/Openreach's digital phone line rollout in Upper Dales, and business delivery issues in Richmond Market Place. Decisions were made to defer the PSPO renewal decision and to communicate concerns about water quality to relevant authorities.
Public Space Protection Order (PSPO) Renewal
Richmond Town Council raised concerns about the impending lapse of the Public Space Protection Order (PSPO) for Richmond Falls and the Batts area. The PSPO, implemented in April 2021, is set to expire at the end of March 2024. The council highlighted the PSPO's importance in combating anti-social behaviour, including littering, lighting fires, and unruly gatherings, which have negatively impacted the area. The council urged North Yorkshire Council to renew the PSPO to maintain public order and support local tourism.
Odette Robson, Head of Community Safety and CCTV, responded that discussions with North Yorkshire Police and other services are ongoing, and a decision will be made after a meeting with the council's legal advisor and Assistant Chief Executive, Rachel Joyce. An update will be provided following the next meeting on 20 March.
Water Pollution in the River Swale
The Save our Swale Community Group expressed concerns about water pollution in the River Swale, attributing it to Yorkshire Water's (YW) failure to invest in infrastructure. The group highlighted that YW has prioritised shareholder dividends over necessary investments, resulting in untreated sewage and harmful chemicals polluting the river. They called on North Yorkshire Council to hold YW accountable.
Callum McKeon, Assistant Director of Regulatory Services, responded that while the council does not directly regulate river water quality, it will continue to work with key partners like the Environment Agency and Ofwat to address these concerns. The council will pass the group's concerns to these agencies for further consideration.
BT/Openreach Digital Phone Line Rollout
Richard Lewis of Low Row raised concerns about the BT/Openreach digital phone line rollout in Upper Dales, highlighting the adverse effects on residents, particularly the elderly and vulnerable, due to poor mobile phone coverage and lack of support from BT/Openreach. He emphasized the critical role of landlines in maintaining communication during power outages and emergencies.
Cath Ritchie, Business Relationship Manager, Transformation, explained that the switch to digital technology, known as Voice over Internet Protocol (VoIP), is industry-led and backed by the government. She outlined the Public Switched Telephone Network (PSTN) Charter commitments to protect vulnerable consumers during the transition. North Yorkshire Council will communicate key messages to residents starting April 2024 to ensure they are informed and supported during the switchover.
Business Delivery Issues in Richmond Market Place
The Richmond Business and Tourism Association (ORBTA) raised issues related to business deliveries and collections in Richmond Market Place. They proposed converting part of the underused taxi rank into a loading bay to alleviate congestion and improve productivity for local businesses.
Barrie Mason, Assistant Director – Highways and Transportation, responded that while there are existing disabled parking bays and loading bays in the market place, the council will consider the proposal to better serve the needs of businesses and blue badge holders.
Development of the Catterick Integrated Care Campus
Lisa Pope, Deputy Place Director, North Yorkshire for the NHS Humber and North Yorkshire Integrated Care Board, provided an update on the Catterick Integrated Care Campus. The project aims to deliver a state-of-the-art health and wellbeing campus for Catterick and surrounding areas. Groundworks are complete, and phase two commenced in January 2024. Stakeholder and community engagement events are planned for Summer 2024, with the build expected to be completed by 2026. The campus will offer various services, including primary and community care, and aims to improve health outcomes, tackle inequalities, enhance productivity, and support broader social and economic development.
Annual Schools Educational Achievement & Finance Report
The committee considered the Annual Schools Educational Achievement & Finance Report, which detailed the local educational landscape, school standards, attainment, and financial challenges. Members discussed the below-average Attainment 8 scores, increased suspensions, and school funding issues. The report was deferred for consideration at a future meeting.
Draft Work Programme 2024-25
The committee reviewed and noted the draft work programme for the municipal year 2024-25, suggesting the inclusion of updates from Richmondshire Leisure Trust and issues related to A684, Morton Flatts, River Swale flooding.
