The Policy and Resources Scrutiny Panel of Fareham Council discussed several key issues, including the Housing Revenue Account Budget and Capital Plans for 2024-25, Fees and Charges for 2024-25, and the Capital Programme and Capital Strategy for 2024-25. Recommendations were made to the Executive on these matters, with particular attention given to void properties, fly-tipping fines, and the Civic Offices improvement plan.
Housing Revenue Account Budget and Capital Plans 2024-25
The Panel reviewed a report by the Assistant Chief Executive Officer on the Housing Revenue Account (HRA) Budget and Capital Plans for 2024-25. Councillor R Bird raised questions about void properties and the progress made in reducing void turnaround times as part of the Opportunities Plan. He emphasised the importance of aligning with the national average of 25 days to increase rental income and reduce council tax costs. The Panel also discussed the empty homes strategy and the potential for funding upfront costs of an empty homes management order from the HRA. The Finance Manager clarified that initial outlays would come from the General Fund, with financial costs to the HRA if a property was purchased and transferred to it. The Panel resolved to recommend that the Executive endorse the report's recommendations at its meeting on 5 February 2024.
Fees and Charges 2024-25
The Panel considered a report on the Fees and Charges for 2024-25. Members queried the appropriateness of fly-tipping fines. The Finance Manager explained that while some fees are statutory and cannot be amended by the Council, other charges can be levied against those prosecuted for fly-tipping. The Panel resolved to pass no comments to the Executive regarding the Fees and Charges for 2024-25.
Capital Programme and Capital Strategy 2024-25
A report on the Capital Programme and Capital Strategy for 2024-25 was presented, with updated figures to be provided to the Executive on 5 February. Councillor D J Hamilton inquired about the Civic Offices improvement plan, requesting an update at a future meeting. The Finance Manager confirmed that an update is scheduled, though the review is still in progress. Councillor Bird also addressed the Panel, asking about the budget for Leisure and Community Buildings and the possibility of additional funds for the Cams Alders improvement works, specifically for better drainage. The Panel noted the report's content and requested the Executive to consider Councillor Bird's comments.
Finance Strategy, Revenue Budget & Council Tax 2024-25
The Panel reviewed a report on the Finance Strategy, Revenue Budget, and Council Tax for 2024-25. Members expressed frustration at the government's 2.99% cap on Council Tax increases, given the funding cuts from central government. However, they were pleased to note some core funding allocated to the Council in the provisional financial settlement. The Panel recommended that the Executive endorse the report's recommendations at its meeting on 5 February.
Opportunities Plan 2023-24 Progress Update
An update on the Opportunities Plan for 2023-24 was provided by the Policy, Research and Engagement Manager. Councillor T G Harper requested regular updates on progress following the suggestions of each Panel in 2023. The Manager confirmed that an Annual Update is scheduled for all Scrutiny Panels in 2024-25. Members also inquired about potential staff cuts to bridge the budget gap. Officers responded that current projects focus on service cost savings and income generation, with longer-term projects potentially involving changes to the establishment. The Panel noted the progress made to date with the Opportunities Plan 2023-24.
Executive Business
The Panel reviewed Executive items of business under the Policy and Resources Portfolio, including Executive Member decisions and Officer delegated decisions since the last meeting on 18 September 2023. No comments were received on the various items, including the Corporate Strategy 2023-2029, Annual Review of Corporate Strategy 2017-2023, and Capital Programme and Capital Strategy 2024-25.
Scrutiny Priorities
The Head of Finance and Audit invited further suggestions for the Scrutiny Panel Priorities, but none were put forward. It was confirmed that an item on the Council’s Procurement processes is scheduled for March.
