The Licensing Sub-Committee of Southwark Council met on Wednesday 17 March 2010 and made decisions regarding three licensing applications. The committee decided to make no changes to the licence conditions for The Ship York, suspended the licence for Hypnotik for 21 days, and granted three out of four temporary event notices for The Oriwu Spot.
The Ship York, Rotherhithe Street, London SE16 5LJ
The sub-committee considered an application for a review of the premises licence for The Ship York, located at 375 Rotherhithe Street, London SE16 5LJ. Mr Heaysman, the applicant for the review, addressed the sub-committee, followed by the licensee, Mr Charalmbous, and Reverend Doyle, a local resident who spoke in support of the licensee. After deliberation, the sub-committee resolved to make no changes to the existing licence or its conditions. The reasons provided stated that the grounds for the complaint were insufficient to warrant amendments or additions to the licence conditions. This decision means the licence conditions remain as previously granted.
Hypnotik (Review)
A review application for the premises licence of Hypnotik, located at 75-79 Norwood Road SE24 9AA, was heard. The meeting addressed some administrative issues, including the late circulation of warning letters and an anomaly in the licence document, which were agreed to be overcome by all parties. Following presentations from the Metropolitan Police, local residents, the ward councillor, and the licensee, the sub-committee resolved to grant the police's application to suspend the premises licence for 21 days. The reasons for this decision included repeated breaches of licence conditions, specifically the inoperability of the club-scan system, failure to conduct physical searches, and admission beyond permitted hours. However, the sub-committee found insufficient evidence to link the premises directly to crime and disorder incidents outside the premises, and therefore did not revoke the licence, deeming existing conditions adequate if complied with.
The Oriwu Spot, 44 Wanley Road, London SE5 8AT
The sub-committee considered an application for temporary event notices (TENs) for The Oriwu Spot, located at 44 Wanley Road, SE5 8AT. The police presented an objection to these notices. After hearing from the licensing officer, the police, and the licensee, Mr Olarenwaju Jimoh, the sub-committee resolved to grant TENs for 20 March 2010, 2 April 2010, and 4 April 2010. However, the TEN for 3 April 2010 was refused as it did not meet statutory requirements under the Licensing Act 2003. The sub-committee's reasoning for granting the other notices was that the police failed to produce sufficient evidence to demonstrate that the events would have an adverse effect on the prevention of crime and disorder.
