Summary
The Downs Committee of Bristol City Council discussed various issues including the use of the North Car Park, the impact of van dwellers on the Downs, and the appointment of a new Downs Manager. The committee also reviewed reports on events, finance, and community engagement programmes.
North Car Park and Legal Constraints
The committee addressed allegations from Downs for People regarding the misrepresentation of legal constraints on the use of the North Car Park. Susan Carter, representing Downs for People, argued that parking on the Downs for non-Downs activities is unlawful under the Downs Act. She stated that the committee settled a previous case out of court because they were likely to lose, and warned of the risk of further legal challenges if the car park continued to be used for non-Downs activities. The committee noted these points but maintained that the action had been settled before trial and was bound only by the consent order.
Van Dwellers on the Downs
The committee discussed the increasing number of van dwellers in Bristol, which has risen from approximately 150 in 2020 to 650. Factors contributing to this increase include the fallout from the COVID-19 pandemic, high private rental costs, the cost of living crisis, and limited access to social and affordable housing. The impact on wildlife and biodiversity was highlighted, particularly given the Downs' status as a Site of Nature Conservation Interest and the Avon Gorge's designation as a Special Area of Conservation. The committee acknowledged the complexity of the issue and the need for careful management.
Appointment of Downs Manager
The committee announced the appointment of Luke Mackenzie as the new Downs Manager. Members welcomed Luke warmly and expressed their appreciation for his upcoming contributions.
Downs Management Report
The Downs Management report summarised key points of the spring programme, including the resumption of grass cutting, cessation of scrub management to protect bird nesting, and extensive path resurfacing. The committee thanked volunteers from the Friends of the Downs and Avon Gorge (FODAG) and the community payback team for their invaluable contributions.
Events and Finance Reports
The Events report detailed confirmed events for 2024, while the Finance report highlighted an increased forecast deficit of £24,000 due to omitted Parks support service costs.
Avon Gorge and Downs Wildlife Learning and Community Engagement Programme
The committee reviewed the Avon Gorge and Downs Wildlife learning and community engagement programme report. Key points included the scheduling of Nature Works drop-in sessions, plans to update the website, and the sponsorship of 3x3m plots of the Downs or Avon Gorge. The committee welcomed the progress and offered assistance where possible.
