The Overview and Scrutiny Committee of Stevenage Borough Council convened on Tuesday, 11 June 2024, to discuss several key issues, including the regeneration programme, housing consumer standards, and the corporate performance for the third quarter of 2023/24. The committee also reviewed and approved the work programme for the upcoming municipal year.
Regeneration Programme Delivery Update
The committee received an update on the regeneration programme, raising concerns about the accuracy of artist impressions of new developments. Councillors acknowledged the need for flats in the town centre but expressed worries about the perceived lack of car parking. Officers assured that there was sufficient parking capacity, including the new multi-storey car park at the station and other existing car parks.
Councillors emphasised the importance of quality public spaces, underpasses artwork, public art, and planting. Officers agreed to work with developers to create engaging public realms. It was confirmed that the Gordon Craig Theatre would remain in its current location unless a better offer emerged. The Strategic Director suggested involving the Community Select Committee in discussions about future uses for the current Sports and Leisure Centre building.
The committee also discussed extending the deadline for a photography competition and expressed concerns about the significant dip in Stevenage pupils' attainment at Key Stage 2. This issue, along with the Skills Strategy, will be considered by the Environment and Economy Select Committee.
Housing Consumer Standards – Social Housing (Regulation) Act 2023
The committee reviewed the report on housing consumer standards under the Social Housing (Regulation) Act 2023. Councillors were concerned about the number of complaints raised by residents and suggested establishing a new Housing Working Group, including representatives from minority groups. This proposal was supported by the committee.
Officers explained the new inspection regime, which includes early scoping, risk-based inspections, and a grading process similar to Ofsted. The first round of results is expected in July or August, and officers will consult with authorities in the first tranche to learn from their experiences.
Corporate Performance – Quarter 3 2023/24
The committee discussed the corporate performance report for the third quarter of 2023/24. A review of voids had been undertaken, resulting in an improvement plan. Performance clinics had been held to address complaints and challenges around repairs, and officers believed there had been improvements.
Councillors questioned why Stevenage Borough Council (SBC) had the lowest number of prosecutions for fly-tipping in the area. Officers explained that SBC focused on educating and informing perpetrators to avoid prosecution. The Strategic Director agreed to circulate a position statement regarding fly-tipping.
The committee also discussed the list of void properties, with officers explaining that details were available through the choice-based letting system. Officers agreed to supply members with details of properties included in the Major Refurbishment Programme. The council is considering establishing an in-house workforce to address recruitment challenges for trade persons.
Overview and Scrutiny Work Programme for 2024-25
The committee reviewed the proposed Scrutiny Work Programme for 2024-25. The following areas were identified for inclusion:
- Customer Service Centre: Evaluating the relocation to the Reception Area in Daneshill House.
- YourSay Councillors Complaints System: Assessing the new system for handling member enquiries and complaints.
- SBC Website: Reviewing the user-friendliness and effectiveness of the council's website.
- ICT: Addressing upgrades to hardware, systems failures, personnel levels, and cyber security.
The chair will agree on a schedule of meetings with the Scrutiny Officer to include these items in the work programme for 2024-25.
