Summary
The Planning Committee of Nottingham City Council met on 19 June 2024 to discuss several significant planning applications, including the construction of a new pedestrian and cycle bridge over the River Trent. The committee resolved to delegate the power to grant planning permission for the bridge to the Area Planning Manager, subject to conditions and the approval of Rushcliffe Borough Council.
New Bridge Over Trent Basin and Surrounding Land Portside Street, Nottingham
Martin Poole, Area Planning Manager, presented application 24/00107/PFUL3 for planning permission to construct a pedestrian and cycle bridge over the River Trent, including connecting ramps, steps, lighting, hard and soft landscaping, and a wetland/pond area. The project also involves a connecting bridge over Trent Basin, forming part of the east-west riverside path on the north bank, and the demolition of Unit 5 Poulton Drive.
Key points discussed included:
- The application pertains to parts of the bridge within Nottingham City Council’s jurisdiction. Approval from Rushcliffe Borough Council is required for sections outside the city boundary.
- The inclusion of CCTV is intended but not mandated in the planning conditions, as the City Council manages the project and budget. Lighting will be at handrail level rather than overhead.
- Maintenance budget for landscaped areas is not a material planning consideration but is part of the broader scheme managed by the Council.
- The development is funded by a Government grant, not from the Council’s other income sources, such as Council Tax.
Committee members highlighted the positive impact of the proposals, including the expansion of the cycle route, improved connectivity to the south of the city, and contributions towards the Council’s carbon-neutral target.
The committee resolved to delegate the power to the Area Planning Manager to grant planning permission, subject to:
- Rushcliffe Borough Council’s resolution to grant planning permission for the development within their administrative area.
- Conditions substantially in the form listed in the draft decision notice, with the final details of the conditions to be determined by the Area Planning Manager.
