The Outer North West Community Committee of Leeds Council discussed several key topics, including updates on local projects, the King's Award schemes, and the Leeds Streets for All consultation. Decisions were made on funding allocations for various community initiatives.
Rob Burrow Marathon Route Changes
Run for All provided an update on the Rob Burrow Marathon, scheduled for 12 May 2024. Changes to the route were discussed, including alterations in Headingley and Otley. The route through Otley will now encompass more of the town centre to benefit spectators and businesses, with entertainment planned for Market Square. The Eccup Lane section has been removed to accommodate the extended route through Otley. Improvements based on last year's feedback include a revised bag drop system and additional marshals. Transport arrangements were also detailed, with pickups from the O2 Academy and Park and Ride services at Stourton and Elland Road.
Horsforth Shed and Community Pantry
The Vicar of St James’ Parish Church, Horsforth presented updates on two projects: The Horsforth Shed and the Community Pantry. The Horsforth Shed, supported by the Community Committee, has repurposed a scout hut into a workshop. The Community Pantry, set to open in June 2024, will operate on a membership basis, providing £30 worth of food for £6 weekly. The project aims to include a café in the future.
King's Award for Voluntary Service (KAVS) and King's Award for Enterprise (KAE) Schemes
The Head of Locality Partnerships introduced a report on the King’s Award for Voluntary Service (KAVS) and the King’s Award for Enterprise (KAE). The Deputy Lieutenant for West Yorkshire explained the application process and benefits, encouraging members to identify eligible local groups. The awards provide prestige and potential funding opportunities, with organisations like DAZL Dance and Friends of Roundhay Park having previously won.
Leeds Streets for All Consultation
A late item on the agenda was a briefing on the Leeds Streets for All consultation. Officers from City Development presented the consultation, which focuses on issues related to travel in the community. Themes include vehicles and parking, walking and wheeling, cycling, accessing bus stops and rail stations, and the street environment. The consultation uses a mapping tool to gather input from residents, businesses, and stakeholders, which will help prioritise improvements.
Outer North West Community Committee Finance Report
The Finance Report provided updates on the budget positions for the Wellbeing Fund, Youth Activity Fund, Capital Budget, and Community Infrastructure Levy Budget for 2023/24. Key points included:
- A remaining balance of £32,503.33 in the Wellbeing Budget.
- A remaining balance of £8,242.54 in the Youth Activity Fund.
- A proposed £7,000.00 in the Small Grants and Skips Budget.
- A capital budget of £43,191.80 available to spend.
- £356,841.68 available in the Community Infrastructure Levy.
Members approved several funding applications, including:
- £3,500.00 for Guiseley SID, subject to clarification on ownership and maintenance.
- £2,450.00 for OPAL's Reducing Carbon Footprint project.
- £1,800.00 for the Holt Park Community Tennis Programme.
- £2,000.00 for Leeds Modernians Rugby Training Ground.
Outer North West Community Committee Update Report
The Update Report provided information on the work of the Communities Team based on the Committee's priorities. Updates included:
- The Youth Summit scheduled for 15 March at the Civic Hall.
- Successful de-leafing in the area despite challenges.
- Issues with fly-tipping and dog fouling.
- Discussions on social prescribing and Pharmacy First services.
Dates, Times, and Venues for Community Committee in 2024/2025
The Committee discussed proposed dates for meetings in the 2024/25 municipal year. Members agreed to hold two evening meetings in June and September, with the clerk to provide more suitable dates. The following dates and times were agreed:

Other Business
Members discussed winter provision planning, assistance with gritting, funding for future core funding applications, and exploring the possibility of funding a Parking Enforcement Officer for the Outer North West area.
