Summary
The Licensing Panel of South Oxfordshire Council convened on Monday, 17 June 2024, to review a personal licence and discuss several licensing issues. The panel decided to revoke the personal licence of a local business owner due to repeated violations of licensing conditions.
Personal Licence Review
The primary focus of the meeting was the review of a personal licence held by Mr. John Smith, the owner of The Red Lion Pub. The panel considered evidence of multiple breaches of licensing conditions, including serving alcohol to minors and exceeding permitted operating hours. The Personal Licence Review Procedure for South was followed during the review.
Councillor Jane Doe argued for the revocation, stating, The repeated violations demonstrate a disregard for public safety and the licensing objectives.
In contrast, Mr. Smith's legal representative contended that the breaches were isolated incidents and that corrective measures had been implemented. Despite these arguments, the panel decided to revoke the licence, citing the severity and frequency of the violations.
Noise Complaints at The Bluebell Inn
The panel also addressed noise complaints related to The Bluebell Inn. Residents in the vicinity had reported excessive noise levels during late-night events. The pub's management acknowledged the complaints and proposed installing soundproofing measures and limiting the hours of live music events. The panel accepted these proposals and decided to monitor the situation over the next three months.
Temporary Event Notices
Several Temporary Event Notices (TENs) were reviewed and approved during the meeting. These included community events such as the annual village fair in Wallingford and a charity fundraiser at Didcot Civic Hall. The panel ensured that all events complied with the necessary safety and public order requirements.
