The report recommended that the council should distribute the grant to early years providers using the same formula used by the Department for Education to distribute the grant to local authorities. This would see providers receive an additional 7p per hour based on the universal and extended hours for three and four- year-olds claimed for the Autumn 2024 and Spring 2025 terms for all providers.

The report provided details of a consultation on this proposal. 111 responses were received, representing a response rate of 18.88%. 99 respondents agreed with the proposal, and 11 disagreed.

Early Years Special Educational Needs Inclusion Fund

The Local Authority is required to provide a Special Educational Needs Inclusion Fund (SENIF) which is intended to support providers in addressing the needs of children with lower or emerging levels of SEND.
