This meeting was scheduled to be about applications for new licences and the renewal of existing licences for sexual entertainment venues. There were no unusual preliminary items.
Liberte, 10 York Place, Leeds
TRL Promotions Ltd applied to renew the sexual entertainment venue licence for Liberte. The report pack includes a number of documents that relate to the management of the venue, including details about performers' contracts, codes of conduct for performers and customers, and guidance for performers on how to stay safe. The report pack contains the following statement:
THIS SEXUAL ENTERTAINMENT VENUE LICENCE HAS BEEN RENEWED ON MANY PREVIOUS OCCASIONS, FOLLOWING CONTESTED AND UNCONTESTED HEARINGS. WE ARE NOT AWARE OF ANY ISSUES OR ENFORCEMENT ACTION THAT WOULD LEND THEMSELVES TO THIS VENUE NOT BEING GRANTED A RENEWAL OF ITS LICENCE AND WE KINDLY ASK THAT YOU GRANT THE APPLICATION, AS APPLIED FOR.
Purple Door, 5 York Place, Leeds
Purple Door Holdings Limited applied to renew the sexual entertainment venue licence for Purple Door. The application was accompanied by a code of conduct for dancers, a code of conduct for customers, guidance for dancers, a dancers' welfare policy, a price list, and a sexual entertainment price list. The report pack notes that
The application has attracted two objections from members of the public, expressing concerns in relation to public safety and public nuisance issues.
The report pack contains two letters from members of the public, one objecting to noise and antisocial behaviour from bouncers and patrons in the early hours, and the other complaining about Purple Door patrons urinating in their doorway. They also say they think that the presence of the venue discourages families from living in the area, and that the venue is no longer appropriate for the area.
A further supplementary information pack was published before the meeting that included a letter from Purple Door Holdings Ltd in response to the two objections. It says:
We are aware of the issues that have been raised and are actively working with the police and our security team to address the complaints. We are also in the process of reviewing our security procedures to ensure that our patrons leave the venue quietly and respectfully, and that any anti-social behaviour is dealt with swiftly and effectively.
We have a zero tolerance policy on urination outside our premises. We have put in place measures to prevent this from happening and will continue to work with the police to enforce this policy.
It is not true that our venue is discouraging families from living in the area.
It is our firm belief that our venue is appropriate for the area.
Takeaway, 183 Meanwood Road, Meanwood, Leeds, LS7 1NB
Ejaz Hussain applied for a new licence for a takeaway at 183 Meanwood Road, Meanwood. The licence would be for the sale of late night refreshment between 23:00 and 05:00 every day. The applicant has indicated that the venue would not be open to the public, instead operating as a delivery service.
Representations have been received from West Yorkshire Police and Leeds City Council’s Environmental Protection Team, in their capacity as responsible authorities.
Any representation may be negotiated prior to the hearing and in this instance the operating schedule has been amended to include measures agreed with West Yorkshire Police.
The agreed measures require the applicant to install a CCTV system that is made available to the police and licensing officers on request, and keep a log of incidents that includes details of any police involvement.
The Environmental Protection Team also raised an objection to the application, recommending that the hours for late night refreshment be reduced to 23:00 - 00:00, Monday to Saturday, in order to avoid noise nuisance to residents living above the venue.
The report pack says:
The representation by the Environmental Protection Team offers additional measures to promote the prevention of public nuisance licensing objective, including a reduction to the hours for late night refreshment (Monday to Saturday, 23:00 to 00:00 hours). The representation remains outstanding,
The report pack contains email exchanges between the applicant and the Environmental Protection Team in which the applicant rejects the proposed restriction to the hours of operation. They say they are installing noise abatement equipment in the extraction system, and point out that because the takeaway will be delivery only, they will be able to control the behaviour of delivery drivers.
