We're not currently able to provide detailed weekly summaries for Charnwood Council. We need support from the council to:

This meeting was scheduled to receive an update on the housing register application assessment process and the latest statistics about the council’s housing register. It was also scheduled to receive an update from panel members on their reviews of the Housing Allocation Policies of other councils, in particular looking at the differences between choice based lettings and direct lettings.
Housing Register Statistics
The Panel was scheduled to receive an update on the current position with the Charnwood Borough Council’s housing register, as at 1st November 2024. As of 1 November 2024, there were 658 applications pending assessment, and 967 on the housing register, of which 102 were unable to bid. Of those on the register:
- 169 were in Band 11
- 140 were in Band 2
- 658 were in Band 3.
Housing Register Application Assessment Process
The Panel was scheduled to review the current assessment process, with a particular focus on applicants with a disability or mobility need. The documents provided to the Panel included an explanation of the application, assessment and allocation process for council and registered provider properties. It also included a process map showing an overview of both processes.
Work Programme and Key Task Planning
The Panel was scheduled to receive an update from Panel members on the Housing Allocation Policies of six other district councils that use direct lettings:
- South Holland District Council
- Rugby Borough Council
- Great Yarmouth Borough Council
- Tendring District Council
- Fareham Borough Council
- Gosport Borough Council
and six councils that use choice-based lettings:
- Warwick District Council
- Colchester Borough Council
- South Derbyshire District Council
- Woking Borough Council
- Cheltenham Borough Council
- North West Leicestershire District Council
The Panel was also scheduled to receive verbal feedback about the work done by Plymouth City Council on converting self-contained student apartments into homes for families.
The Panel was scheduled to discuss the work programme, and the Scrutiny Scoping Document for the panel was provided for information.

The Housing Act 1996 requires local authorities to give reasonable preference to some applicants. These are split into 4 categories: ↩
- Band 1 - applicants who are homeless and Charnwood Borough Council has a duty to provide accommodation.
- Band 2 - applicants considered to be in the greatest housing need
- Band 3 - applicants with a lower level of need
- Band 4 - Applicants who the council do not have a duty to house, for example as a result of unacceptable behaviour
