  1. The Housing Act 1996 requires local authorities to give reasonable preference to some applicants. These are split into 4 categories:  

    • Band 1 - applicants who are homeless and Charnwood Borough Council has a duty to provide accommodation.
    • Band 2 - applicants considered to be in the greatest housing need
    • Band 3 - applicants with a lower level of need
    • Band 4 - Applicants who the council do not have a duty to house, for example as a result of unacceptable behaviour
