Summary

The Planning Committee meeting was held to discuss five planning applications and note recently submitted and decided planning appeals. All five of the planning applications were approved, although one was approved with amendments to the associated Section 106 legal agreement.

Application 1 - Land Off Rosemount Avenue Preesall 24/00135/FULMAJ

The application for the erection of 51 affordable homes on land off Rosemount Avenue, was presented for a third time. The application had previously been approved subject to conditions and a Section 106 legal agreement. The application was brought back to the Committee because the Registered Provider, Jigsaw Homes, confirmed they were unable to restrict the Rent to Buy units to local people, as this would prevent them from receiving Homes England grant funding. In order to enable the 51 affordable homes to be delivered, the Assistant Director of Planning and Building Control explained that it had been agreed that 31 (61%) of the properties would be allocated to people with a local connection to Wyre. Councillor Rimmer expressed her disappointment that a Registered Provider who could commit to 100% local connection had not been found, and Councillor Amos proposed the recommendation to approve the application subject to an amended Section 106 legal agreement.

Application 2 - Brandwood 167 Lancaster Road Preesall Poulton-Le-Fylde 24/00598/FUL

This application for a change of use from a dwellinghouse to a children's care home for up to two children was refused. The application was brought before members for consideration at the request of Councillor Rimmer, who raised concerns regarding the impact on local services and residential amenity, in particular due to parking. The Planning Development Manager explained that the proposed change of use would result in unacceptable parking demand during staff shift changes, negatively impacting the street scene. He also explained that the Flood Risk Assessment (FRA) was inadequate. Councillors expressed concerns regarding parking and the location of the property in Flood Zone 31.

Application 3 - 71 Beach Road Thornton Cleveleys 24/00450/FUL

The application to change the use of a dwellinghouse to an 8-bedroom House in Multiple Occupation (HMO) was approved. The application was brought before members by Councillor Fail, who raised concerns with the design and visual impact, the parking proposals, and the room sizes. He argued that the application did not meet the requirements for an HMO. The Planning Development Manager responded that the proposal would not result in over-concentration of HMOs, and that the plans included adequate garden and amenity space, acceptable refuse storage, and sufficient parking. He argued that the proposal was policy compliant. Councillor Fail, the ward councillor for Jubilee, argued against the application. Councillors sought clarification on the Council's policy for HMOs, in particular standards for space within HMOs, and the Assistant Director of Planning and Building Control explained that room sizes would be addressed when the applicant applied for an HMO licence under Part 2 of the Housing Act 2004. He also explained that Wyre Council’s policy did not control the concentration or distribution of HMOs. After considering the arguments, Councillor Livesey proposed the recommendation to approve the application subject to conditions.

Application 4 - 61 Victoria Road East Thornton Cleveleys 24/00585/FUL

The application to change the use of a dwellinghouse to a children's care home for up to two children was approved. The application was brought before members at the request of Councillor Ellison. The application was introduced by the Planning Development Manager who reported no objections from statutory and non-statutory consultees. The speaker, Chris Betteridge, addressed concerns raised by councillors about the security of the property and arrangements for the children's safety. The Assistant Director of Planning and Building Control also addressed the committee, clarifying that the application fell under use class C2 for Residential Institutions, not C2a for Secure Residential Institutions. Councillor Rimmer spoke in support of the application, and Councillor Amos proposed that the application be approved subject to conditions.

Application 5 - 14 Newton Drive East Normoss Blackpool 24/00621/PIP

The application for Permission in Principle to demolish an existing dwelling and outbuildings, and erect between one and eight dwellings was approved. The application was brought before members by Councillor Berry, who expressed concern regarding ground conditions, drainage, environmental amenity, residential amenity, and highway and pedestrian safety. The Planning Development Manager confirmed that one new letter of objection had been received, raising concerns that the application lacked details about dwelling layout, surface drainage, foul drainage, traffic assessment and subterranean watercourses. He explained that these would be addressed in Stage 2 of the Permission in Principle application process, and that Stage 1 dealt solely with the principle of the development. Councillor Berry, the ward councillor for Hardhorn with Highcross, argued against the application, but Councillor Livesey proposed the recommendation to approve the application and it was resolved to grant Permission in Principle.

Appeals

The Committee noted the Schedule of Appeals lodged and decided between 15 September and 15 October 2024.

The Committee considered the recent Appeal decisions for the following applications:
