This meeting was scheduled to discuss an application for a new premises licence to sell alcohol. The application was for Tillingbourne Express, a convenience store at 14 Ranmore Path, Orpington.

Tillingbourne Express applied for a new licence to sell alcohol for consumption off the premises from 07:00 to 23:00 every day.
The Director of Environmental Services reported that 27 objections from local residents had been received.
No objections were received from Responsible Authorities, including the Metropolitan Police, London Fire Brigade, and the Council's Planning, Trading Standards, Public Health and Child Protection teams.
The Metropolitan Police requested a number of conditions be added to the licence, which the applicant agreed to. These included:
- CCTV must be installed and made available to the police or council officers within 24 hours of a request being made.
- Staff to be trained on the Licensing Act 20031, conflict management and refresher training on selling alcohol every 12 months.
- A refusals log and incident log must be kept at the premises and made available on request.
- Challenge 25 must be operated at the store.
- Spirits must be located behind the counter.
The Sub-Committee was asked to determine the application having taken into account the Council’s Statement of Licensing Policy 2021 to 20262 and written and oral representations by the applicant, residents and objectors.
The Sub-Committee's options included:
- Grant the licence.
- Grant the licence with the addition of conditions.
- Exclude from the scope of the licence any of the licensable activities.
- Refuse to specify a person in the licence as the premises supervisor.
- Reject the application.

A Statement of Licensing Policy is a document produced by each local authority outlining how it will apply its licensing powers in its area. The policy should be consistent with the four licensing objectives: the prevention of crime and disorder; public safety; the prevention of public nuisance; and the protection of children from harm. ↩
