This meeting was to consider whether to grant a dual driver's licence to an applicant referred to in the report pack as Driver 'A'.
Driver 'A' - application for a dual driver's licence
Councillors were asked to consider whether to grant Driver 'A' a dual driver's licence, in line with the Local Government (Miscellaneous Provisions) Act 1976.1 The report pack includes a procedure for how these decisions are made by the committee, which says:
Where the Officer considers that the Taxi Regulatory Sub-Committee should decide whether an applicant for a licence is a fit and proper person to hold the licence for which she/he has applied, the Officer will refer the matter to the Sub-Committee.
It also describes the procedure that is followed if the committee decides to exclude the press and public from a meeting.

The Local Government (Miscellaneous Provisions) Act 1976 is an act of parliament that covers a wide range of local government functions. Amongst other things it gives local councils the power to make policy on taxi licensing, and requires them to establish a committee or sub-committee to decide on matters relating to taxi licensing. ↩
