This meeting was about making planning decisions on applications for development at 6 different sites in Cardiff. It also included a report on all of the planning applications that were decided by officers using delegated powers between 1 November 2024 and 5 December 2024.
Land To The North-West Of Whitchurch Hospital Playing Fields, Whitchurch, Cardiff
The committee was asked to make a decision on whether to approve amended details for the surface water drainage regime for the new Velindre Cancer Centre, which was approved in outline in 2018. The original drainage plans included in application 22/02635/DOC were approved in March 2023, however changes to the drainage regime mean that the committee are being asked to approve amended details in this application. Specifically, the changes proposed in 24/01641/DOC are for the introduction of concrete tanks to provide attenuation1 of surface water. A petition was submitted to the committee signed by people who object to the application. They believe that
insufficient consideration has been given to protecting homes, beneath the Northern Meadows and downstream
and that these changes prove that the original drainage design was
deeply flawed
Land west of St Teilos High School, Llanedeyrn, Cardiff
The committee was asked to decide whether to grant permission for the construction of 53 affordable homes and a 9 apartment supported living development on land to the west of St Teilos High School in Llanedeyrn. The plans submitted in application 24/01603/FUL include the retention of the existing MUGA, the realignment of existing footpaths, and the provision of open space, landscaping and SuDS. A petition objecting to the development was submitted by the Llanedeyrn Community Welfare Group. They asked the council to
reconsider this plan and allocate land for a community and educational welfare centre
The development is proposed to be delivered by Cardiff Council in partnership with Wates Residential, as part of the Cardiff Living scheme. Because the application site includes open space currently used by the school and wider community, the committee was asked to consider a report on the open space provision. The council's parks department argued that because the existing space was going to be replaced by a new 3G pitch at the school, and by improvements to the existing LEAP, there would be no net loss of open space. In particular, they highlighted that the new 3G pitch would be available for community use, and would therefore deliver significant improvements to the existing open space provision. The committee was also asked to approve the following planning contributions
- £73,492.22 for Community Facilities
- £276,248 for Schools
- £40,000 for Transportation
Land at Radyr Court Close
The committee was asked to decide whether to grant permission for the construction of 8 affordable homes on land at Radyr Court Close. The development, submitted in application 23/02600/FUL, is proposed to be delivered by Wales and West Housing. Because the application site is currently open space, the committee were asked to consider a report on the open space provision in the Llandaff ward, which showed a significant shortfall of open space. They were told by the council's parks department that the development would result in a net loss of 496sqm of open space, and would require a financial contribution of £21,177.96 to compensate for this loss. The site is also adjacent to the River Taff, and the committee were therefore asked to consider whether the development would have an unacceptable impact on the river corridor. In support of the application, it was argued that the development would make a positive contribution to the River Taff corridor by providing better access to the river, and by improving the quality of the surrounding open space. Objections to the application were submitted by local residents and community groups. They argued that the development would lead to unacceptable noise and disturbance for local residents and would exacerbate existing parking problems. They also highlighted that the site flooded in February 2020, and argued that building houses on the site would increase the risk of flooding.
Pontcanna Mews, Kings Road, Pontcanna, Cardiff
The committee was asked to make a decision on an application to regularise the use of the Pontcanna Mews site. Application 24/01293/FUL was submitted after an enforcement investigation by the council. The applicant, Christopher Voyle, is seeking permission for the continued use of 3 of the units for uses that they do not currently have planning permission for, including:
- the use of Unit 2/3 as Canna Deli, a cafe/restaurant
- the use of Unit 4 as The Orangery, a beauty salon
- the use of Unit 6 as Different Dimensions, which includes a tattoo studio The applicant is also seeking permission for a flexible use of all 6 of the units to permit them to be used for:
- Financial and Professional Services (Use Class A2)
- Business (Use Class B1) The application also asks for permission for the retention of a covered seating area in the courtyard. Petitions both for and against the application were submitted. The petition in support was submitted by the tenant of Units 2/3 (Canna Deli), and highlighted their provision of > a unique experience in Pontcanna
The petition also stated that Canna Deli
champion Welsh produce
and provides
a Welsh-language service
The petition objecting to the application highlighted the council's own planning policy which states that:
Food and drink uses are unlikely to be acceptable within or adjacent to residential areas, where they would cause nuisance and loss of amenity
The petition also pointed out that there was a history of complaints about the site. A letter was also submitted to the committee by Rhys ab Owen MS, who is the Member of the Senedd for the area in which the site sits. In it, he highlighted the support that the businesses have from local residents, and the contribution they make to the area.
The importance of promotion of Welsh language and Welsh produce in the capital should not be underestimated, and businesses such as Canna Deli should be protected
He also said that Canna Deli is a
cultural family venue
that encourages people to cycle to its premises. Local ward councillors also submitted an objection, highlighting the residential nature of the site.

Land at the rear of 19A Heol-Y-Coed, Coed Ceirios, Rhiwbina, Cardiff
The committee was asked to decide whether to grant permission for the construction of a detached dwelling on land at the rear of 19A Heol-Y-Coed, in Rhiwbina. The application site is adjacent to Rhiwbina Primary School. Objections to the development were received from local councillors, and residents. In their objection, local ward councillors stated that the development was:
unsuitable as it would exacerbate existing congestion and pose potential safety concerns for residents, parents and school children
Residents also submitted objections on the grounds of overdevelopment, highway safety and loss of trees.

The committee was asked to note the details of the planning applications that were decided by officers using delegated powers between 1 November 2024 and 5 December 2024. Attenuation is the process of holding back surface water to prevent it from overwhelming drainage networks. In this case, the concrete tanks are intended to hold back surface water during periods of heavy rain. ↩
