Summary
The Chesterfield Council Cabinet meeting on 10 December 2024 considered a range of issues, including an update on the council’s finances and the ongoing impact of funding cuts. The Cabinet were asked to note a number of reports on topics ranging from the Derbyshire Rail Industry Innovation Vehicle to the Stephenson Memorial Hall.
Period 7 Budget Monitoring Report 2024/25 and Medium Term Financial Plan update
The main item on the Cabinet’s agenda was an update on the council’s finances. The report, prepared by the Executive Director - Corporate Resources, provided an assessment of the council’s forecast outturn position for the General Fund Revenue Account and Capital Programme. The cumulative impact of reduced government funding since 2010, the ongoing risks and uncertainties over future funding arrangements, the budgetary impacts of the Covid-19 pandemic and a sustained period of exceptionally high inflation, have all impacted on the Council’s financial position.
Period 7 Budget Monitoring Cabinet Report December 2024 V4 FINAL
The report went on to describe the challenging financial context for local government and described the factors impacting Chesterfield's budget. It noted areas of both underspend and overspend. For example, participation in the council’s Garden Waste scheme, which residents pay to participate in, was higher than anticipated. This is good news for the council’s finances but may indicate that residents are struggling with the cost of living and reducing their use of private waste disposal services.
The report also highlighted areas of concern, including the financial viability of the Careline service and the cost of maintaining the council’s buildings, many of which are in need of repair. The Cabinet were asked to note the report and support the strategy for achieving a managed underspend General Fund Revenue Account budget outturn position for the financial year 2024/25.
