The Nottinghamshire & City of Nottingham Fire & Rescue Authority was scheduled to receive updates on the service's financial position over the medium term, on the state of the Local Firefighters Pension Scheme, and to approve a number of policy statements. The authority was also scheduled to review its treasury management arrangements in light of a grant of £8m to cover the additional costs arising from the McCloud and Matthews pension cases.
Medium Term Financial Strategy 2025/26 To 2028/29 And Budget Guidelines 2025/26
The report pack contains a report prepared by the Chief Fire Officer and the Treasurer to the Fire Authority on the service's medium term finances. The document sets out three scenarios for the service's funding between 2025/26 and 2028/29, showing that under its most optimistic scenario, the service will need to identify savings of £2m per year.
The document argues that:
It is therefore likely that the Service will need to identify savings in the region of £2.0m moving forward.
The report pack also includes the authority's capital strategy for 2025/26, detailing all of the capital projects scheduled for discussion during the meeting. It states that:
The capital expenditure recommendations are determined from an assessment of the Authority’s Asset Management plans for buildings, equipment and vehicles.
It also notes that:
It is common in the public sector to use maturity loans1 as the most appropriate vehicle for capital financing.
Local Firefighters Annual Pension Report 2024
The agenda for the meeting includes an update to the attendees on the status of the Local Firefighters Pension Scheme, including updates on the McCloud and Matthews remedies.
The documents describe the McCloud remedy as:
...addressing the transition arrangements into the 2015 Firefighters’ Pension Scheme which were found to be discriminatory.
The report also describes Matthews and O'Brien as having:
...identified discriminatory conditions against part-time workers.
The report includes details of how the service is complying with the government's Pensions Dashboard programme, which:
...is a national scheme to allow individuals to view basic information about all their existing pensions in one single place online.
Treasury Management Mid-Year Review 2024/25
The agenda includes a report on the service's treasury management arrangements. It reveals that because of the £8m pension grant, the authority is expected to have sufficient cash to cover its planned capital expenditure in 2024/25 through internal borrowing.
Health and Safety Statement - Statement of Intent
The agenda for the meeting includes a report seeking approval from the authority to continue using its existing Health and Safety Statement of Intent.
Environmental and Sustainability Statement
The documents provided to the attendees for the meeting include a report seeking approval for the continued use of the Nottinghamshire Fire & Rescue Service's existing Environmental and Sustainability Policy Statement.
