Local Strategic Partnership Board - Thursday, 12th December, 2024 10.00 am

The Local Strategic Partnership Board meeting scheduled for 12 December 2024 included the appointment of a new Chair and Vice Chair, the allocation of funding from the Connecting Three Rivers Fund and presentations from Herts Mind Network and Hertfordshire Constabulary. The Board were also scheduled to receive an update from the Police and Crime Commissioner.
Connecting Three Rivers Fund Allocation
The Connecting Three Rivers fund is a partnership between the council and Watford and Three Rivers Trust.1
The report pack says that the Board were scheduled to be presented with an allocation presentation so that a final decision could be made on how the Connecting Three Rivers Fund is to be spent.
Priorities for grant applications will be voted on by an “Advisory Panel”. An “Advisory Panel” will be developed to review and discuss applications. The panel will be made up of 5 members, from the following organisations:
- Watford and Three Rivers Trust
- Connecting Three Rivers Chair
- Three Rivers District Council (Officer)
- Citizens Advice Service Three Rivers
- Hertfordshire County Council

New Terms of Reference
The Board was scheduled to discuss the adoption of new terms of reference for the partnership. The new terms of reference redefine the purpose and focus of Connecting Three Rivers.
Connecting Three Rivers merges the Local Strategic Partnership (LSP) and Responsible Authorities Group (RAG). The group works to improve the quality of life for the people of Three Rivers by working in partnership to create a district:
- … that is inclusive and where people feel they are welcome and belong
- … where local infrastructure supports healthy lifestyles and addresses health inequalities
- … where our residents are supported and feel safe.
- … that takes action to mitigate and adapt to the climate emergency
- … where our local businesses are beneficial to and benefit from local people.

Community Conversations
The Board was scheduled to discuss its 'Community Conversations'.
These are described as:
Engaging under-represented communities on the topic of climate change.

Community Safety Updates
The Board was scheduled to receive a verbal update from the Police and Crime Commissioner. The Board were also scheduled to receive a presentation from the County Community Safety Unit. This presentation included the latest data on arrests for drug related offences.

The report also set out details of partnership work that has been undertaken on:
- A new Drug & Alcohol Strategy for Hertfordshire.
- Co-occuring mental health and substance use
- Drug and alcohol deaths
- Hate crime
- The Serious Violence Duty
Community Support Service
The Board were scheduled to receive a presentation on Community Support Services from Herts Mind Network.2
Local Crime Trends
The Board were scheduled to receive a presentation on local crime trends from Hertfordshire Constabulary.
Minutes and Actions from the Previous Meeting
The Board were scheduled to discuss the minutes from the meeting of 26 September 2024 (Draft minutes - LSP 26.09.2024 final). The minutes include a summary of the discussion that took place about climate change. The draft minutes record that the Board heard presentations about climate change from:

The meeting also included a discussion about the Connecting Three Rivers Fund, and its Terms of Reference.
