Summary
The meeting was scheduled to include discussion of planning applications for the change of use of a public house to flats and an office to flats. The Committee was also scheduled to be told about planning application decisions that had been made by officers since the last meeting, and by the Planning Inspectorate.
The Grenville Hotel, 82-84 Grenville Road
The Planning Committee was asked to consider a planning application for the change of use of the ground floor of The Grenville Hotel from a public house (Sui Generis) to 3 flats (Class C3)1.
The application had been referred to the Planning Committee by Councillor Sue Dann.
The Officer's report recommended that planning permission should be granted.
The report explained that the application was submitted following the refusal of planning permission for a similar scheme.
The report explains that 43 letters of representation had been received by the Council, with 19 supporting, and 24 objecting to, the proposal.
The reasons raised in support include:
- The public house sector is struggling;
- The site was not added to the Asset of Community Value (ACV) register;
- There is a need for housing;
- Reduction in noise impacts.

The report explains the Council's policy on the loss of community facilities like public houses.
The change of use to other uses of facilities of local community importance, such as local convenience shops, post offices, public houses, cafes, restaurants and community facilities, will only be supported where there is no significant harm to the level of service locally and where there is no reasonable prospect of the business or community use continuing.

The report concludes that there would not be significant harm arising as a result of the loss of the pub.
An addendum report explained that the applicant had submitted revised plans, and that these revised plans would need to be considered at the meeting.
24 Queen Anne Terrace, North Hill
The Committee was asked to consider a planning application for the change of use of the ground floor of 24 Queen Anne Terrace from an office (Class E)1 to 2 self-contained flats (Class C3), and for associated external alterations.
The application had been referred to the Planning Committee by Councillor Ricketts.
The Officer's report recommended that planning permission should be granted.
The report explains that one letter of representation had been received objecting to the proposal.
The report considered the loss of office space arising from the development.
Redevelopment of the ground floor for residential use would therefore result in a loss of employment space. However, Local Plan policies including DEV7 and DEV9 and section 5 of the NPPF provide strong policy support for the delivery of new housing in sustainable locations, including giving 'great weight' to the benefits of using suitable sites (windfall sites) within existing settlements for homes (NPPF Para 70(d)).

The Town and Country Planning (Use Classes) Order 1987 puts uses of land and buildings into various categories, known as Use Classes. Planning permission is generally required for a material change of use. Class C3 is the use class for 'dwellinghouses'. Sui Generis uses are uses that do not fall within any use class. Public houses are sui generis. Class E is for 'Commercial, business and service uses'. ↩
