This meeting was scheduled to discuss the minutes of the previous meeting and a planning application for a site on Blands Cliff in Scarborough.
ZF24/01098/FL - 7 Blands Cliff, Scarborough
A planning application was submitted for the change of use of 7 Blands Cliff, Scarborough from visitor accommodation to a 13 bedroom house in multiple occupation (HMO)1.
The applicant, Mr Ayobami Akeju, argued that the property had previously been used as a bed and breakfast, but was currently vacant and required substantial investment to bring it back into use. They provided a letter from an estate agent and a financial appraisal to support this. They also argued that there is already substantial visitor accomodation in Scarborough, particularly in peak periods. The application included a management plan for the HMO, which would be managed by TWH Homes.
The application attracted 36 representations from members of the public objecting to it on a range of grounds. The most frequently raised concern was the impact of noise and disturbance from the site on neighbours. Other concerns included the impact of waste management, potential for antisocial behaviour, impact on parking, the number of HMOs in the area, the suitability of the building for the intended use, and the loss of visitor accommodation.
The application was referred to the committee because Councillor Janet Jefferson, the ward councillor, objected to it.
The officer recommendation was to grant planning permission subject to conditions. The conditions included:
- Occupancy limited to 13 people
- Adherence to the submitted management plan
- Provision of bin and cycle storage facilities
- Installation of a 2 metre high fence to the rear boundary
- Submission of details of external pipework and flues.
If either of these criteria can be met then proposals will have to demonstrate there would be a positive impact on the character and environment of the surrounding area prior to consent being granted.
