This meeting was scheduled to receive updates on the performance of a range of local health services. These included updates on the elective care backlog and emergency care performance at the Princess Royal University Hospital, run by King's College Hospital NHS Foundation Trust.
The sub-committee was also scheduled to receive an update from the London Ambulance Service. This follows on from a previous meeting where the sub-committee requested feedback on the LAS's work with the council's Youth Offending team.
The sub-committee was also scheduled to hear a presentation about the introduction of new ways of working in GP surgeries in Bromley. The main focus was a presentation on the introduction of ‘total triage’ which the report describes as systematic processes for navigation, clinical assessment and timely response

Update from King's College Hospital NHS Foundation Trust
The sub-committee was scheduled to receive an update from Angela Helleur, the Site Chief Executive of the Princess Royal University Hospital (PRUH). , included updates on a range of topics, including:
Elective Recovery:
We continue to reduce long waiters across all waiting time cohorts in line with the NHS Elective Recovery Plan, that addresses backlogs built up during the pandemic and through industrial action. Whilst Epic was launched successfully, we continue to work through challenges in certain specialties, where achieving pre-Epic activity levels remains a challenge. The June cyber attack, and August collapse of our transport provider impacted on progress.
Emergency Performance: The report contains a range of data on emergency performance at the PRUH. In particular, it states that:
Average daily volumes have remained above the equivalent period in 2023.
Cancer Performance: The report states that:
Measures introduced across the Trust since the start of the year have helped ensure that fewer patients are now waiting more than 28 days for a cancer diagnosis, or to have cancer ruled out, after a referral from their GP.
EPIC and MyChart: The report describes the benefits of the Trust's new patient record system, EPIC and the associated patient portal, MyChart, one year after it was launched.
Financial Performance:
As of 16 October, £49 million worth of cost-saving initiatives have been worked up, agreed, and are now in the process of being delivered. Further work is ongoing to identify additional initiatives and programmes of work that will enable us to deliver the £65 million worth of cost improvements we committed to safely delivering by the end of March 2025.
GP Access

The presentation then lists a range of measures that local GPs are taking to improve access for patients, including:
- Active Signposting: > Providing care navigation for patients
- Administrative Filter: > Navigating the patient’s query and care needs
- Clinical Triage: > Assessing the patient’s medical needs
- Patient-led: > Giving patients more alternatives to ringing the practice The report highlights the challenge of digital inclusion and states that local GPs are: >Currently developing collaboration with Bromley libraries, in conjunction with LBB colleagues
SEL ICS/ICB Update
The sub-committee was scheduled to receive an update from Dr Angela Bhan, the Bromley Place Executive Lead for the NHS South East London Integrated Care Board (SEL ICB). 1 Bromley Health and Wellbeing Centre: The report provides an update on the new Bromley Health and Wellbeing Centre:
The Centre is an example of the successful partnership between the Council and NHS, working together as part of the One Bromley Local Care Partnership.
Bromley Winter Vaccinations 2024:
Winter vaccinations commenced in September with flu vaccine for children and pregnant people, followed on 3rd October by adult flu and Covid vaccinations.
Planning for Winter Pressures:
As we go into winter 2024/25, our strategy builds on proven successes and lessons learned from past seasons, adopting a three-pronged approach centred around prevention, service integration, and enhanced discharge processes.
Mental Health:
A comprehensive needs assessment of children, young people’s and adult’s mental health and emotional wellbeing services has now been completed.
Update from the London Ambulance Service
