Community Governance Review - Horsham Town

This meeting will consider the creation of a new town council for the unparished area of Horsham. The Government has emphasised that, ultimately, recommendations made in a CGR ought to improve community engagement, result in more cohesive communities, yield better local democracy and result in more effective and convenient delivery of local services.

The report pack says that the consultation is expected to cost £12,000 and take place in two phases. The first phase will take place in the first half of 2025 and will seek the views of local residents on the proposal for a town council. The second phase will take place in the second half of 2025, after the council has produced its draft recommendations, and give residents a chance to comment on those recommendations. The final recommendations will be considered by the Governance Committee in November 2025.

The creation of the new town council would need to be approved by a meeting of the full council before 10 December 2025, and would likely come into effect on 1 April 2027.
