This meeting of the West Devon Development Management and Licensing Committee will include for discussion two planning applications: one for an extension to a house in Bere Alston, and one for the change of use of four holiday lets to residential use in South Tawton. The Committee will also receive an update on the status of planning appeals that have been decided by the Planning Inspectorate since the last meeting, and on the status of major applications that have yet to be determined by the council.
27 Pounds Park Road, Bere Alston
The Committee will discuss an application for the construction of a two-storey side extension to a house at 27 Pounds Park Road, Bere Alston.
The report pack contains seven letters of support from members of the public.
The proposed scheme will provide a suitably sized dwelling to serve a family, Bere Alston is a thriving village with amenities suited to families which include the primary school and ample recreational space. Enabling family sized homes to be developed where they are already existing, ie not taking up greenbelt land ensures that these facilities are used and remain needed and relevant without damaging the existing landscape. - Cllr Angela Blackman
The report pack recommends that the application be refused.
The proposed extension fails to meet good standards of design by virtue of its proposed massing, scale and therefore visual impact. It does not reflect the pattern of local development, and so will have a harmful impact on the street scene. - Planning officer's report
West Nymph Holiday Cottages, South Tawton
The Committee will discuss an application for the change of use of four holiday lets to residential use at West Nymph Holiday Cottages, South Tawton. The application was called in to the committee by Cllr Daniel, who represents South Tawton ward, for reasons including:
Social considerations – the change of use will have beneficial outcome for local residents, because it provides much needed rental accommodation. West Devon BC have declared housing crisis, and it is important for us as council to take every opportunity to provide accommodation where we can, not holiday accommodation but homes for people to live in. - Cllr Daniel
The report pack recommends that the application be refused.
The proposal would result in four unrestricted dwellinghouses in an unsustainable and isolated countryside location which is poorly served by sustainable transport options with restricted access to local services and amenities and would therefore be heavily reliant on the use of a private car to access facilities and services necessary for day to day living. - Planning officer's report
