Development at Hainault House and land on the South side of, Billet Road, Chadwell Heath
The report pack indicates that the Committee will discuss an application by Bellway Homes to demolish Hainault House and other buildings on the site, to be replaced by 173 homes and a commercial unit. 51 of the new homes would be classed as 'affordable'.
The commercial unit would have a gross external area1 of 931 square metres, and would be designated as Use Class E(g), which means it could be used for a range of purposes, including offices, research and development, light industry, or storage and distribution.
This development would see the loss of 79 trees. The applicant proposes to mitigate this by planting 110 new trees. However, the report recommends that the Committee should be mindful
of the fact that the newly planted trees will take a significant amount of time to reach maturity, and that the loss of so many mature trees will have a significant impact on the character of the area
.
The report pack includes a Biodiversity Net Gain Assessment which indicates that the development would achieve a 6.2% net gain in biodiversity.
The report recommends that the Committee refuse planning permission for this application.
Development at land West of Hainault House, Billet Road, Chadwell Heath
The Committee is also set to discuss a separate application for the development of a site to the west of Hainault House. This application, also from Bellway Homes, proposes the construction of 92 new homes, of which 28 would be 'affordable'.
The report pack states that the applicant has undertaken a Viability Assessment. This type of assessment is used to determine whether a development is financially viable, taking into account factors such as the cost of land, construction costs, and the expected sale price of the homes. The Viability Assessment concluded that it was not possible for the development to provide more than 28 'affordable' homes.
The report recommends that the committee refuse this application.
Development at 179, Eastern Avenue, Ilford
This item concerns an application for a variation of conditions attached to planning permission previously granted under application 5988/16, and non-material amendments to planning permission 5988/16/09.
The report pack includes details of an application to vary conditions 2, 15, 16, 17, 18, 21, 23, 24 and 25 attached to planning permission 5988/16, which was granted for the construction of 177 flats, and conditions 1 and 2 attached to non-material amendment 5988/16/09, which amended the permission to 202 flats.
The applicant, Telereal Trillium, proposes to add 25 more flats to the existing permission, bringing the total to 227. The application also includes proposals to:
simplify building massing, remove basement parking area, increase height of tower from 12 to 14 storeys and Eastern Avenue frontage block from eight to nine storeys and add a community room (Use Class F2) on ground floor corner
The application also proposes changes to the legal agreement attached to the original permission, known as a Section 106 Agreement. Section 106 Agreements are used to mitigate the impact of development on the local area. This agreement would require the developer to provide 98 social rented homes and pay £75,000 towards improvements to Seven Kings Park play area.
The report recommends that the Committee approve this application for variations to existing permissions.
Development at Land South of 20, Oak Hall Road, Wanstead
The report pack indicates that this item concerns a proposal for the conversion of a garage to a dwelling house in Wanstead. The applicant, Mr Ed Frith, proposes to convert the garage to a two-storey, one-bedroom dwelling house.
The report pack includes an objection from Mr Paul Kavanagh. In his objection, Mr Kavanagh raises concerns about the impact of the development on the character of the area and the loss of privacy for neighbouring properties. The report also includes an objection from Mr Joe Toller, who raises similar concerns.
The report recommends that the Committee approve this application.
Development at Woodford Police Station, 509, High Road, Woodford Green
This report pack item indicates that the Committee will discuss a proposal to convert the former Woodford Police Station to flats and houses. The applicant, Jaspar Group, is seeking planning permission to part-demolish and convert the existing building to create 22 flats and 9 terraced houses. The flats would include 14 one-bedroom flats, 8 two-bedroom flats, and 9 three-bedroom houses.
The report recommends that the Committee approve this application.
