Island Quarter Development Site City Link Nottingham
The committee will be asked to consider a planning application for the construction of a new building for Purpose-Built Student Accommodation (PBSA) on the Island Quarter Development Site at City Link, Nottingham.
The application, submitted by Axis on behalf of Conygar Nottingham Ltd, is for 394 student bedspaces in four blocks between 7 and 11 storeys tall.
The report on the application notes that it was originally intended to be decided by 16 April 2024, but an extension was agreed.
Objections were received from residents concerned about the height of the building, and from the Nottingham Civic Society, who objected to the impact of the height of the building on nearby Sneinton.
The combination of the tall buildings already under construction as phase 2A of the Island Quarter, with the height and solidity of this phase 2B scheme, would result in Sneinton residents in Manvers Street experiencing the overbearing effect of the continuous wall of towering buildings.
The University of Nottingham initially objected to the ratio of cluster flats to studio flats, but withdrew the objection when the applicant agreed to increase the number of cluster flats.
The report recommends that planning permission be granted subject to conditions, including the completion of a Section 106 Planning Obligation to secure:
- £856,186 towards affordable housing
- £517,842 towards the provision or enhancement of off-site Public Open Space or Public Realm
- Local Employment and Training opportunities, including a financial contribution of £124,514
- a Student Management Scheme, which will include a restriction on car usage, mitigation and management of potential noise nuisance, security details, cleaning and refuse management
Greater Nottingham Strategic Plan Publication Draft 2024
The committee will be asked to note the Greater Nottingham Strategic Plan Publication Draft 2024, and to submit comments through the consultation.
The plan sets out the spatial strategy for Nottingham City, Broxtowe Borough, Gedling Borough and Rushcliffe Borough Councils.
The plan sets a housing target of nearly 55,000 new homes across the four authority areas up to 2041.
... with 26,690 of those to be delivered in the city. That is a challenging target, and is in the upper regions of what has been achieved in recent years, but is right for the city to address housing issues and drive regeneration.
The plan also aims to meet the employment targets in the D2N2 Local Enterprise Partnership (LEP) Strategic Economic Plan. D2N2 is a Local Enterprise Partnership1.
Significant new office space is planned for (particularly in the city), as well as industrial and warehousing space (mainly in Rushcliffe), and logistics and strategic distribution space. The plan identifies important strategic development sites to strengthen and diversify the local economy, building particularly on the science and knowledge-based sectors.
The report notes that the plan will be presented to the committee again if it is changed before the examination in response to this consultation period, and to report on main modifications that are proposed during the examination period.
