Summary

This meeting of the Kent and Medway Police and Crime Panel will receive reports on a number of topics from Kent Police. The panel will also discuss matters arising from the Police and Crime Commissioner's Performance and Delivery Board meeting of 2 October 2024.

Neighbourhood Policing in Kent

The Panel will receive a report on the Neighbourhood Policing Review - Update, which describes the latest progress that Kent Police has made in implementing its current local policing model. The report notes that the model:

has enabled the Force to embed dedicated teams within every district and ensure a proactive partnership response to community engagement, problem solving and targeted activity.

The report goes on to describe the progress that has been made since the last report in a number of areas, and the activities of several specialist teams that operate within the model.

Divisional Policing Review

The Panel will also consider an update on Kent Police's Divisional Policing Review, particularly relating to the changes to Criminal Investigation Department (CID) structures that were implemented on 14 October 2024.

The report sets out the background and context for the review, which:

brings together several disparate but interdependent projects, changes and initiatives from across the Force into one programme of activity, in order to deconflict, make best use of resources, manage risks, and develop benefits in a co-ordinated and structured approach.

The report goes on to detail the changes that have been made, and the benefits that are expected to result from them.

Road Safety in Kent

Kent Police will also present their Road Safety - Update for the information of the panel. The report will describe how Kent Police intends to support the PCC's ambition, as set out in the Making Kent Safer Plan, to reduce the number of people killed or seriously injured on Kent's roads.

The report describes Kent Police's 'Vision Zero' aspiration:

'Vision Zero' aims for zero, or as close as possible, fatalities on Kent’s roads each year by 2050.

The report describes the activities of a number of specialist teams in Kent Police, and explains how the force collaborates with partner agencies in the Kent and Medway Safer Roads Partnership to improve road safety.

Future Work Programme

The Panel will review its Future Work Programme and may decide to add items to it.

Minutes of the Commissioner's Performance and Delivery Board meeting held on 2 October 2024

The Panel will note the meeting notes from the latest meeting of the Commissioner's Performance and Delivery Board. This meeting discussed progress on a range of policing topics, including:

  • Anti-social Behaviour
  • Violence Against Women and Girls
  • Right Care Right Person1
  • Firearms Licensing
  • HMICFRS PEEL Inspections2
  • Police Officer and Staff numbers and diversity
  • Police funding

  1. Right Care Right Person is a policy that seeks to reduce the amount of inappropriate demand on Police time by encouraging other agencies to take responsibility for issues that fall within their remit. For example, instead of the police responding to a person experiencing a mental health crisis, an ambulance crew and mental health professional would attend and provide more appropriate support.

  2. Her Majesty's Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) is the independent body responsible for assessing the effectiveness and efficiency of police forces and fire and rescue services in England and Wales. They produce regular reports on the performance of individual forces, known as PEEL assessments, which include an overall rating of the force's performance.
