The Licensing Sub-Committee will be considering an application for a new premises licence for Burnt Mill Snooker and Social Club, on Edinburgh Way in Harlow. The application is for the supply of alcohol, the performance of live music, and the playing of recorded music. The sub-committee will also be considering representations made by Essex Police, and local people.
Application by Burnt Mill Snooker and Social Club
Burnt Mill Snooker and Social Club have applied for a new premises licence for their premises on Edinburgh Way.
The application is for:
- The supply of alcohol, on and off the premises, from 9am until 00:30 seven days a week.
- The performance of live music between 6:30pm and midnight, Thursday to Saturday, and 12pm to 5pm on Sunday
- The playing of recorded music between 6:30pm and 00:30, Thursday to Saturday and 12pm to 5:30pm on Sunday.
The applicant is also asking for a number of Non-Standard Timings, which are exceptions to the usual permitted hours for licensable activities. Non-Standard Timings are defined in the Licensing Act 2003 and are usually permitted for occasions like New Year's Eve, Burns Night, Diwali, and other similar occasions. In this case the applicant is asking for Non-Standard Timings for the supply of alcohol, live music and recorded music on Christmas Eve and New Year's Eve.
Representations by Essex Police
Essex Police have made a representation to the Sub-Committee about the application.
all staff engaged in the sale or supply of alcohol on the premises shall have received training in relation to the protection of children from harm (including under-age sales), how to recognise drunkenness and the duty not to serve drunk persons. Refresher training shall be carried out at least every six months. Training records shall be kept on the premises (or otherwise be accessible on the premises) for a minimum of 12 months and made immediately available to police, trading standards or licensing authority staff on reasonable request
Essex Police and the applicant have agreed that this condition will be added to the licence if it is granted.
Representations by Local Residents
Three representations have been made to the Sub-Committee by local residents.
These representations describe a number of concerns about the application:
- Groups of young people gathering in the car park of the snooker club and in nearby residential areas, late at night
- Noise from people in the snooker club's car park
- Drug use and littering in the snooker club's car park
- Noise from music at the premises
- Odours from a burger van in the car park
- Antisocial behaviour from patrons leaving the premises
- Concerns about the safety of people leaving the club while drunk, especially given the proximity of the A1169, a major road
Two of the people who made representations to the committee also suggested conditions that they believe would address their concerns:
- The car park should be locked 30 minutes after the premises closes
- No music should be played on Thursdays
- Music should end at 11:30pm on Friday and Saturday.
All three of the people who made representations to the sub-committee object to the granting of the licence.
