A report pack for the meeting suggests that the Licensing and Gambling Sub Committee will be asked to consider an application for a new premises licence for the Tesco Express store in Newbridge. The meeting will also include the appointment of a chair.

Tesco Express Newbridge Premises Licence Application

The documents indicate that the committee will be asked to consider an application for the grant of a new premises licence under the Licensing Act 2003 for the Tesco Express store, located at the Former Newbridge Methodist Church on Bridge Street, Newbridge. The applicant, Tesco Stores Limited, is seeking permission for:

• The supply of alcohol (off sales only)
• Late Night Refreshment¹
• Monday to Sunday 06:00 - 00:00

The application has been objected to by the Council's Environmental Health Pollution Team, on the grounds of the licensing objective of the prevention of public nuisance.

...noise associated from patrons attending to purchase alcohol and associated off-site consumption of alcohol. The Environmental Health Pollution Officer has suggested that the committee approves the application with reduced hours of:

• Monday to Saturday 07:00 - 23:00
• Sunday 07:00 - 22:00

The report notes that the applicant was given the opportunity to respond to the objection, but that at the time of writing no response had been received. The report goes on to summarise the application with reference to the licensing objectives, the Licensing Act 2003, The Home Office Guidance issued under Section 182 of that act, and Caerphilly Council's own Statement Of Licensing Policy. In particular the report highlights that no representations were received from other responsible authorities, including Gwent Police and the Fire Authority, or from other parties such as local residents and councillors.

It is noted that aside from environmental health pollution team officer objection, that no other representations were received in respect of this application from other responsible authorities or indeed ‘Other Persons’ e.g residents, Elected Members.
