This meeting was to consider objections made by the Metropolitan Police and the Environmental Health Services of Hackney Council to a Temporary Event Notice (TEN)1 that was served under the Licensing Act 2003.
The procedure for considering the objection
The meeting was scheduled to be held using the procedure for considering objections to TENs that is laid out in Hackney Council's Hearing Procedure Type E - TENs document.
The document describes how the meeting is to be run. It states that:
The Sub-Committee will normally withdraw to consider the evidence that has been presented to them with the Committee Officer and Legal Adviser in order that the Committee can reach a decision and obtain legal advice if required.

Also included for discussion were some extracts of Hackney Council's Statement of Licensing Policy 2023-2028, that the council considered relevant to the application.
These extracts described how the council considers applications when it receives objections, saying:
When considering an objection to a TEN the Council will: • Expect that any existing conditions will be maintained (where relevant) in circumstances where an event is to take place at a premises that has an existing authorisation. • Assess any history of complaints as a result of licensable activity that may or may not have been authorised by a TEN. • Consider the track record of the premises user • Consider any other control measures proposed to mitigate the objection
