The Health in Hackney Scrutiny Commission met to discuss the future of the adult social care budget. There was no decision made on this. The Commission also noted an update on the Kings Park Moving Together scheme and the Transforming Outcomes Programme.
The Future of Adult Social Care
Councillors discussed the pressures on the Adult Social Care budget in light of continued funding reductions from central government. An unnamed expert suggested that after a certain stage of budget cuts and transformation programmes there is little left to do but ration care:
...once you get to this point, and you've kind of basically, as you say, like kind of rationed everything down, and you've put as much effort into transformation as you have, then the next big thing to go after is often more in the prevention space...
The expert went on to say that focussing on preventative measures to keep people healthy would save money in the long term but would not improve the council's financial position in the short term.
Kings Park Moving Together
The commission received a report on the progress of the Kings Park Moving Together project. The project is a collaboration between the council and Age UK1 that aims to help older people in Kings Park to stay active and connected to their community.
The report highlighted the positive impact of the project, noting the following achievements:
- An increase in the number of older people participating in social activities.
- A reduction in social isolation and loneliness.
- Improved health and wellbeing.
Transforming Outcomes Programme
The Commission noted a report on the progress of the Transforming Outcomes Programme (TOP). The TOP is a five-year programme designed to improve outcomes for children and young people with special educational needs and disabilities (SEND) in Hackney. It was launched following a critical Ofsted and Care Quality Commission (CQC) inspection of SEND services in Hackney in 2020. The programme aims to improve the quality of education, health and care services for children and young people with SEND, and to ensure that they are able to reach their full potential. The report presented to the Commission provided an update on the progress of the TOP, highlighting the key achievements and challenges.
