This meeting of Hackney Procurement Board was for council officers to make procurement key decisions. The decisions from the meeting were to be published online following the meeting.

The most significant item on the agenda was to approve the procurement of consultancy services. The intention was to hold a mini-competition via the Bloom framework to identify the preferred supplier. The chosen supplier would support Hackney Council in accelerating its work to prevent an increase in the demand for services across several departments.

The development of the proposal considered other ongoing reviews and commissioned work across the council and officers had engaged with colleagues from service areas to ensure there was no duplication.

The departments included in the scope of this work were adult social care, children's social care, education, and homelessness. The meeting agenda noted that two phases of work were to be tendered. The first would be awarded on the basis of a demand and cost analysis, the development of models for demand management, and business cases across demand-led services. The supplier for the second phase of work would be appointed after the first phase was complete. The report pack explained that a direct award process would be used for the second phase.

The agenda noted that the funding for the second phase of work had not yet been confirmed and was reliant on a decision about the flexible use of the council’s capital receipts strategy. The report pack explained that this decision would be made by Full Council in February 2025.

The board was also scheduled to consider reports on the following:

• A business case for a specialist contractor to maintain communal heating and hot water plant and associated equipment.
• A business case for electrical testing.

• A review of the action tracker.
• A verbal update on the Forward Plan.
