Summary
This meeting will consider applications for new Premises Licences for the Damir Shop in Pennyfields, and the Poplar Union in Bartlett Park. The meeting report pack also includes an update on the extensions to decision deadlines granted for a number of other venues in the borough, and the minutes of the previous meeting.
Application for a New Premises Licence for Damir Shop, 5 Pennyfields, London, E14 8HP
Damir Shop Limited has applied for a new Premises Licence to sell alcohol off the premises at 5 Pennyfields, from 08:00 to 22:00 seven days a week.
The report pack includes objections to this application from Councillor James King, a resident and a local business, each on the grounds of the prevention of crime and disorder and public nuisance.
There is already a high number of licensed premises in the area, and I am worried that granting another licence will contribute to the proliferation of such businesses, exacerbating existing issues.
Mr Thirunavukkarasu Senthuran, who operates the Noodle Street Chinese Restaurant at 15-17 Pennyfields, has also submitted a representation objecting to the application on the grounds of crime and disorder and public nuisance.
The report pack includes a petition containing twenty signatures from local residents objecting to the application.
Application for a New Premises Licence for Poplar Union, Poplar Union patio, part of 2 Cotall Street, and very small sections of Bartlett Park, Poplar, London E14 6TL
Lincoln Area Regeneration Group, on behalf of the Poplar Union, has applied for a new Premises Licence to sell alcohol for consumption on and off the premises, and to provide regulated entertainment. The application covers the Poplar Union building itself, the Poplar Union patio, parts of 2 Cotall Street and parts of Bartlett Park.
The applicant is seeking permission to sell alcohol on and off the premises:
- Inside the building, Monday to Thursday 12:00 to 22:30, Friday and Saturday 12:00 to 23:30, and Sunday 12:00 to 20:30.
- On the patio area, Monday to Friday 18:00 to 21:00, Saturday 12:00 to 21:00.
- From two licensed stalls in the area of the proposed Cotall Street market, Saturday 12:00 to 20:00.
The applicant is seeking permission to provide regulated entertainment inside the building:
- Plays and films, Monday to Saturday 12:00 to 22:30, and Sunday 12:00 to 20:30.
- Performance of dance and anything of a similar description, Monday to Saturday 12:00 to 22:30, and Sunday 12:00 to 20:30.
The applicant is seeking permission to provide live and recorded music:
- Inside the building, Monday to Thursday 12:00 to 22:30, Friday and Saturday 12:00 to 23:30, and Sunday 12:00 to 20:30.
- In external areas of the site including Cotall Street, parts of Bartlett Park and the Poplar Union Car Park, on Saturdays from 10:00 to 20:00.
The Metropolitan Police and Environmental Protection have both submitted representations objecting to the application on the grounds of the prevention of public nuisance.
Environmental Protection stated that their objection was based on:
Great likelihood of disturbance to residential premises in close proximity due to live and recorded music in the external areas. Insufficient conditions in the operating schedule of the licence application to show how the applicant will promote the licensing objective for the prevention of public nuisance.
Tower Hamlets Council's Licensing Authority has also submitted a representation objecting to the application on the grounds of the prevention of public nuisance, stating that the external area:
does not appear to have adequate condition to prevent the likelihood of public nuisance from occurring. There are also no conditions to restrict customers from wondering off further into the park, or from the licensed area to consume alcohol.
The report pack also includes the existing Premises Licence for the Poplar Union building, issued to Poplar Housing & Regeneration Community Association Limited on 25 April 2017. This licence permits the sale of alcohol and provision of regulated entertainment until 22:30 seven days a week.
