The Licensing Sub Committee met to consider an application for a premises licence for King Street Supermarket. The applicant is seeking a licence to sell alcohol for consumption off the premises. The application has received representations from both local residents and Cambridgeshire Constabulary.
King Street Supermarket Licensing Application
The sub-committee was scheduled to consider an application for a premises licence for King Street Supermarket, located at 84 King Street, Cambridge, CB1 1LN. The applicant is seeking permission to sell alcohol for consumption off the premises between the hours of 07:00 and 00:00, Monday to Sunday.
According to the report pack, the application was made under section 17 of the Licensing Act 2003. As part of the application process, the applicant outlined the measures they intend to take to promote the four licensing objectives1. The application was advertised in the Cambridge News on 14 April 2025, and representations were invited from responsible authorities2 and other persons.
In accordance with the regulations of the Act, the application was advertised on the premises and in Cambridge News on 14 April 2025 to invite representations from responsible authorities and other persons. The last date for submitting representations was 1 May 2025.
Representations against the application were received from seven 'Other Persons' and from Cambridgeshire Constabulary. No representations were received from other responsible authorities. Correspondence between the applicant and Cambridgeshire Constabulary regarding proposed conditions did not result in a final agreement.
The report pack notes that the proposed premises is located within a Cumulative Impact Area (CIA)3, and is therefore subject to a Cumulative Impact Assessment. The onus is on the applicant to demonstrate that granting the licence would not add to the cumulative impact already experienced in the area. The premises was previously a tattoo studio and is now being used as a grocery store.
The sub-committee was reminded that, in carrying out its licensing functions, it must have regard to Cambridge City Council’s Statement of Licensing Policy, the Cumulative Impact Assessment, and statutory guidance issued under Section 182 of the Licensing Act 2003.
The sub-committee was advised it had the following options:
- Grant the licence subject to mandatory conditions and those offered by the applicant, possibly modified.
- Exclude any of the licensable activities from the scope of the licence.
- Refuse to specify a person in the licence as the premises supervisor.
- Reject the application.
