The Licensing (Hearings) Sub-Committee is scheduled to convene to consider an application for a variation to an existing premises licence for Alino, 11 Narborough Road in Leicester. The sub-committee will also consider representations received regarding the application.

Application for Variation of Existing Premises Licence - Alino, 11 Narborough Road
The Director of Neighbourhood and Environmental Services has submitted a report regarding an application for a variation to the existing premises licence for Alino, located at 11 Narborough Road (LE3 0LE).
The report pack includes the following proposed changes to Alino's licence:
- Extending licensable activities:
- Films, Dance, Similar to Dance, Live Music, Recorded Music, and Sale of alcohol: Monday to Thursday, currently with varying hours, are proposed to be extended to Friday and Saturday with hours from 10:00 to 03:00.
- Late night refreshment: Proposed for Friday and Saturday from 23:00 to 03:00.
- Opening hours: Proposed to be unrestricted.
- Non-standard hours:
- Live Music/Recorded Music: Christmas Eve until 04:00, New Year's Eve until 04:00.
- Late Night Refreshment/Sale of alcohol: Christmas Eve until 03:00, New Year's Eve until 03:00.
The report states that the sub-committee has the option to grant the licence without modification, modify the conditions of the licence, or reject the whole application.
The report also mentions that representations were received from the Police, the Noise team, and the Licensing Enforcement team.
The Police raised concerns relating to:
the prevention of crime and disorder, the prevention of public nuisance, public safety and the protection of children from harm. The representee is concerned that revellers already under the influence of alcohol will attend the venue in the early hours of the morning to source more alcohol in an area that already faces challenges in relation to crime and disorder and anti-social behaviour.
The Noise team raised concerns relating to the prevention of public nuisance, but have since reached an agreement with the applicant to add conditions to the licence if granted.
The Licensing Enforcement team raised concerns relating to the prevention of crime and disorder, the prevention of public nuisance and public safety, and have proposed conditions to be added to the licence, if granted.
Appendix D of the report pack lists conditions consistent with the operating schedule, the Noise team representation/agreement, and the Licensing Enforcement representation. These include measures related to:
- CCTV system installation and maintenance
- Door supervisors
- Challenge 25 policy1
- Incident and refusals log
- Fire risk assessment
- Noise control
- Waste disposal
The report also references Section 182 of the Licensing Act 2003, and the Licensing Authority’s Statement of Licensing Policy, noting that any decision made by the Licensing Authority must be in accordance with the licensing objectives.
The applicant and the parties making the representations have been asked to clarify certain points at the hearing.
