Holborn District Management Committee - Tuesday, 24th June, 2025 7.00 pm

The Holborn District Management Committee (DMC) was scheduled to discuss community safety, heating networks, and tenant engagement, as well as consider a proposal for a sub-committee to scrutinise the application of the Procurement Act 2023 in Camden. Councillors were also expected to agree on the constitution and code of conduct for the 2025/26 municipal year.
Community Safety and Anti-Social Behaviour
The committee was scheduled to receive an update on the activities of the Community Safety Service from April 2024 to April 2025. The Community Safety Report – Anti - Social Behaviour Update noted that the Community Safety service has a dedicated team of Anti-Social Behaviour (ASB) Officers responsible for managing and addressing reports of ASB. Their key responsibilities include:
- Making initial contact with individuals reporting ASB incidents.
- Assessing the level of risk posed to both the reporter and the wider community.
- Developing and agreeing on an action plan with the reporter, outlining the initial steps to address their concerns.
- Creating estate-specific action plans for areas disproportionately affected by ASB.
- Managing ASB cases assessed as medium risk.
The report also included data on ASB reporting trends by ward. According to the report, from April 2024 to April 2025, there were 2080 reports logged. The wards with the highest number of reports were Haverstock, Holborn and Covent Garden, and Bloomsbury. The most frequently reported types of ASB activity were drug use and drug dealing.
The report outlined key actions taken to address concerns in each ward, including:
- Intensive resident engagement, including attendance at Tenant and Resident Association (TRA) meetings.
- Quick communications distributed to encourage reporting, particularly in underreported areas.
- Conducted walkabouts with residents to discuss concerns and take proactive action on issues related to ASB and women's safety.
- Environmental Visual Audits conducted to identify improvements that could reduce or disrupt ASB.
- Responsive Security Patrols (RSP), Community Safety Enforcement Officers (CSEOs), and Safer Neighbourhood Teams (SNT) tasked to patrol and witness ASB incidents.
- Locations identified as hotspots for criminal activity referred to appropriate Police teams for targeted enforcement.
- Referrals made to Youth Services to engage with young people observed loitering on estates.
- Installation of signage on estates to promote awareness and discourage ASB.
- Estates referred to Partnership Tasking Meetings (PTM) for joint problem-solving with Police and partner agencies.
- Meeting held with ward Councillor to discuss concerns and agree on strategies to tackle issues.
- Locks installed in parking area where evidence of ASB was identified, to restrict access and deter further incidents.
- Notice issued to a vehicle owner requesting removal of the vehicle within 15 days, in response to concerns raised.
- A Notice to Quit was served on a household due to ongoing reports of persistent ASB.
- Warning letters issued to alleged perpetrators following investigations.
- Two injunctions secured against individuals identified as being responsible for persistent ASB.
Heating Network Update and the Energy Ombudsman
The committee was scheduled to discuss a report providing a summary of the council's heat networks and outlining the council's response to the changes to the remit of the Energy Ombudsman from 1 April 2025. The Heat Network and Energy Ombudsman report noted that Camden operates a large number of district and communal heating systems which supply over 12,000 homes. Most are supplied on gas, but the new build developments are moving to Air Source Heat Pumps (ASHP).
The report also noted that the council has been working to comply with the Heat Network Regulations, which requires the council to submit data to central Government in respect of heat meter installation and ensure these are added where technically and economically viable.
The report stated that the council's new Housing Asset Management Strategy, adopted in January 2025, has made further significant allocations of funding to invest in district heat networks. Over the strategy period of 2025 – 2030 the council expects to invest in the region of £100m.
The report also noted that the Energy Ombudsman can accept disputes relating to all heat networks from 1 April 2025. The most common types of district heating disputes are about:
- Billing & payments
- Customer service
- Installation & delays
- Loss of service
The report stated that Camden has successfully registered all its systems with the new Energy Ombudsman, and they are currently uploading these to their Complaint Management System.
Proposal for a Sub-Committee to Scrutinise Application of the Procurement Act 2023
The committee was scheduled to consider a proposal to establish a sub-committee empowered to scrutinise the application of the Procurement Act 2023 in Camden and advise the DMC of any issues that it should consider that arise. The Proposal for a Sub-Committee on the Procurement Act 2023 stated that the sub-committee would be established initially for the 2025-6 municipal year which the DMC may choose to extend. The initial members were proposed to be Richard Walker and Alex Khawaja from Red Lion Square TRA, and Ros Perrott from Brunswick TRA with powers to co-opt other residents of Holborn council housing otherwise eligible to be a DMC member as they see fit, and obtain such external expert advice as might help them in their work.
Holborn DMC Budget
The committee was scheduled to discuss the Holborn DMC Budget Report June 2025, which detailed the Holborn DMC budget allocation for 2025/2026, progress on approved bids and any new bids submitted for consideration. The report noted that the minor revenue and major works budget for 2025/2026 is £144,760.00.
There were three new bids for consideration:
- Seymour House TRA - £1,774.00 for 2 Gerda lock covers for communal entrances
- Medway Court - £1,774.00 for 2 Gerda lock covers for communal entrances
- Officer led – 25 Gresse St - £887.00 for Lockable box and Gerda lock
