The Hounslow South, Isleworth and Osterley & Spring Grove Area Forum was scheduled to meet to discuss a range of issues including community health, the Thriving Communities Fund, and ward updates. The forum was also set to include an open session for questions from the public.
Thriving Communities Fund Presentation
The forum was scheduled to include a presentation on the Thriving Communities Fund, followed by a question and answer session.
Hounslow Borough Respiratory Support Group
Roger Smith was scheduled to speak about the Hounslow Borough Respiratory Support Group.
Open Forum
The agenda included an open forum for questions from the public. Residents were asked to submit any questions or issues in writing at least one full working day before the meeting, and were advised that individual cases could not be discussed during the public forum.
Ward Updates
Ward Councillors were scheduled to provide updates.
Action Tracker and Action Plan
Thomas Allen was scheduled to introduce the Action Tracker and Action Plan.
Minutes and Matters Arising
The minutes of the meeting held on 11 March 2025 were included in the Public Reports Pack.
The minutes included a presentation from Kelly O'Neill, Director of Public Health and Public Health Improvement, and Steven Forbes, Executive Director of Children's and Adults Services, on aims to improve the community's overall health and identify residents' health priorities for the next three years. The presentation included data showing that smoking, depression, anxiety, and obesity were slightly higher in the local wards than the Hounslow average. The presentation also covered children's health and attainment levels in the early years, and the importance of school readiness. Councillors asked questions about weight concerns among year 6 pupils, the impact of the pandemic on children, and the ideal minimum distance for a fast food take-away from a school. Members of the public asked questions about planning permission for fast food outlets, baby reading groups for non-English speaking parents, and whether obesity levels increasing in year 6 could be directly linked to children working towards SATs1. The minutes also included a presentation from students Shahyahan Akbar and Ollie O'Connor from Isleworth and Syon School for Boys, who spoke about local students being hardworking, ambitious and goal-driven, and challenged the negative stereotype associated with young people. Councillors asked the students to share their views on what was driving and amplifying the perception of mistrust of young people among people in the community, and how safe they felt on the streets of Hounslow. Members of the public asked the students whether there was anything they or the school could do to address the issue of litter in the area near the school, their views on the use of smartphones in schools, and what the one thing was that they would like to do alongside the community in the final part of their time at school.
The minutes also included questions from the public about changes to the Care Act2 and support for carers, the state of the Grade 2 listed London Apprentice building, and the criteria used to consult on moving bus stops on St John's Road and Twickenham Road. The minutes also included pre-submitted questions and answers about new engagement principles, an engagement toolkit, a residents panel, refreshed area forums, community development networks, expanded equalities networks, ward walks, and the Resident Associations Forum.
Finally, the minutes included updates from ward councillors, and a discussion of the Cadent Gas works.
Declarations of Interest
The agenda included an item reminding committee members to consider the categories of interests in the Members' Code of Conduct to determine whether they have an interest in any agenda item and any action they should take. It noted that members with a Disclosable Pecuniary Interest3, who have not been granted a dispensation, must not seek to improperly influence the decision, must declare the nature of the interest and leave the meeting room during consideration of and decision on the item.

A Disclosable Pecuniary Interest is defined in the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012 as any employment, office, trade, profession or vocation carried on for profit or gain; any payment or provision of any other financial benefit; any contract which is made between the councillor and the council; any beneficial interest in land which is within the area of the council; any licence to occupy land in the area of the council for a month or longer; any tenancy where the landlord is the council and the tenant is a body in which the councillor is a partner, director or has a beneficial interest; and any beneficial interest in securities of a body where that body has a place of business or land in the area of the council and the total nominal value of the securities exceeds £25,000 or one hundredth of the total issued share capital of that body. ↩
