Summary
This article summarises the agenda for the Licensing Sub Committee E meeting on 30 June 2025. The meeting included discussion of an application for a premises licence for Duzce Traditional Turkish Coffee House, and an application to vary a premises licence for Damsel. The committee was also scheduled to discuss temporary event notices.
Duzce Traditional Turkish Coffee House, 158A Stoke Newington Road, N16 7UY
Mr Talat Ozcan applied for a new premises licence for Duzce Traditional Turkish Coffee House, 158A Stoke Newington Road, to allow the supply of alcohol for consumption on the premises between 11:00 and 22:00, Mondays to Sundays.
The report pack noted that the premises did not currently have a licence for any activities, and that there had been no temporary event notices 1 given for the premises this year.
The Licensing Authority submitted a representation on the grounds of the prevention of public nuisance, stating that the hours applied for exceeded the core hours set out in the council's licensing policy. The representation from the Licensing Authority noted that the application described the premises as an off licence, grocery store
in part 3 of the application, but that no off sales2 had been sought, and that the premises was titled as a coffee shop. The Licensing Authority also stated that it had received allegations suggesting illegal gaming machines were present on the premises.
In response to the Licensing Authority's representation, Mr Ozcan's licensing agent clarified that the reference to off licence/grocery store
was an error, and that the premises operated as a traditional Turkish coffee house, with no intention to sell alcohol for consumption off the premises. The agent also stated that all gaming machines had been removed from the premises.
One representation was received from local residents, on the grounds of the prevention of public nuisance. The resident stated that they objected to the application on the grounds of public safety and the protection of children from harm. They raised concerns about the commercialisation of Foulden Road, littering, parking, and the impact of increased footfall on the area. They also raised concerns about customers smoking on the pavement.
In response to the residents' representation, Mr Ozcan's licensing agent stated that the premises was not a new club, bar, or entertainment venue, but a traditional Turkish coffee house focused on serving tea, coffee, soft drinks, and freshly prepared food in a calm and seated environment. The agent also stated that alcohol would only be served with meals and until 22:00, and that there would be no music, dancing, or events. The agent stated that they would install prominent signs discouraging smoking directly outside the premises, train staff to politely manage customer behaviour, and ensure no smoking was permitted directly at the entrance.
The report pack included a number of conditions that could be added to the licence, should it be granted. These included:
- Mandatory conditions relating to the supply of alcohol, including that alcohol can only be supplied when there is a designated premises supervisor3 (DPS) in place, and that all staff who make or authorise a supply of alcohol must hold a personal licence4.
- Conditions derived from Mr Ozcan's operating schedule, including that a DPS, a personal licence holder or trained member of staff nominated in writing by the DPS must be on duty at all times the premises are open to the public, and that a CCTV system must be installed and kept operational at all times the premises are open to the public.
Damsel, 70-72 Kingsland Road, London, E2 8DP
Damsel Collective Ltd applied to vary the premises licence for Damsel, 70-72 Kingsland Road, to remove the condition that intoxicating liquor shall not be sold or supplied on the premises otherwise than to persons taking table meals there for consumption by such a person as an ancillary to his meal, and to remove the condition that a minimum of one SIA5 registered door supervisor shall be on duty from Thursdays to Sundays from 22:00 hours and until 30 minutes after all the patrons have left the premises.
The report pack noted that the current premises licence was granted on 24 November 2005, and transferred to Damsel Collective Ltd in May 2025.
Environmental Health Authority (Environmental Enforcement) and the Licensing Authority withdrew their representations based on agreed conditions. The Police submitted a representation on the grounds of the prevention of crime and disorder and the prevention of public nuisance.
The police stated that the premises is situated on the A10 corridor, a major route in and out of Shoreditch, and whilst not in the Special Policy Area6, it is in very close proximity to it and will therefore be subject to the same concerns that apply a few doors down. The police were concerned about the joint removal of conditions which would then allow the premises to open as a bar/club until 01:30 without a minimum stipulation to have any SIA security operating there. The police suggested that there was still the requirement for a minimum level of SIA on a Thursday to Saturday if the premises wished to continue operating until these hours, and asked that the CCTV conditions are amended to ensure that it records and can be downloaded.
The report pack included a number of conditions that could be added to the licence, should it be granted. These included:
- SIA registered door supervisors shall be on duty on a risk assessed basis.
- No drinks, glass and/or open containers of alcohol shall be permitted in the external area of the premises.
- There shall be a Challenge 25 policy operating at the premises.
- A record shall be kept detailing all refused sales of alcohol.
- An incident log shall be kept at the premises, and made available on request to an authorised officer of the Council or the Police.
- The licensee shall install and maintain a comprehensive CCTV system as per the minimum requirements of a Metropolitan Police Crime Prevention Officer.
- No less than one member of staff who is able to operate the CCTV system shall be on the premises at all times.
- The Licensee shall ensure that all staff are fully trained and made aware of the legal requirement of businesses to comply with their responsibility as regards the disposal of waste produced from the business premises.
- The Licensee shall ensure that any contract for general and recyclable waste disposal shall be appropriate in size to the amount of waste produced by the business.
- The Licensee's premises are situated in an area within which refuse may only be left on the public highway at certain times (time bands).
- The Licensee shall instruct members of staff to make regular checks of the area immediately outside the premises and remove any litter, bottles and glasses emanating from the premises.
- The Licensee shall provide a safe receptacle for cigarette ends to be placed outside for the use of customers.
- The current trade waste agreement/duty of care waste transfer document shall be conspicuously displayed and maintained in the window of the premises where it can be conveniently seen and read by persons standing in 70-72 Kingsland Road.
Temporary Event Notices
The committee was also scheduled to discuss temporary event notices.
