Summary

The South Holland Council Planning Committee met on Wednesday 16 July 2025 to discuss several planning applications, including a large development of a care home in Spalding, and some smaller residential extensions. The committee was also scheduled to discuss recent planning appeal decisions.

Here's a summary of the topics that were listed on the agenda for discussion. Note that this summary is based only on the agenda and associated reports, and does not reflect what was actually discussed or decided at the meeting.

Former Bull and Monkie, Church Gate, Spalding

The committee was scheduled to consider a full application for the demolition of a vacant former public house, the Bull and Monkie, and the erection of an 86-bed care home. The application included on-site parking, amenity space, and associated works.

The report pack noted that the site is in a sensitive heritage setting within South Holland District.

The report pack also noted that three phases of consultation with local residents occurred, and that the third phase of consultation resulted in 13 additional objections from 12 local residents. The objections included:

  • Not enough parking
  • Already enough care homes in the area
  • Proposal would be an eyesore
  • Proposal does not fit into the historic surroundings
  • Harms views of the listed church
  • Out of keeping in terms of the nature of businesses in the immediate area, which is characterised more by pubs, restaurants and shops, rather than care facilities.
  • Over-development of the plot
  • Loss of mature trees
  • Would lead to increases in traffic with unsuited road infrastructure nearby
  • Harms the setting of nearby listed buildings

National Gas had no comment.

Lincolnshire Police initially raised concerns around access control, buggy store security, landscaping, and lighting, but following the third re-consultation, confirmed they had no objections to the proposal.

The Environment Agency stated that the proposed development would only meet the National Planning Policy Framework's requirements in relation to flood risk if certain planning conditions were included.

Anglian Water initially objected to any connection into their foul network from the proposed development, due to capacity constraints and pollution risk, and also objected on surface water disposal grounds. However, they subsequently removed objections on the used water network, requesting that an informative were to be applied to an approval in its place. Anglian Water retained the objection on Surface Water Disposal.

The South Holland Internal Drainage Board had no objections and provided an advisory letter.

PEDALS raised concerns about cycle parking, and access by bicycle and on foot.

The Lincolnshire County Council Historic Places Team initially recommended that the results of an archaeological trial trench evaluation should be submitted in support of the application, and following receipt of the corresponding information, responded that if permission is to be granted, they recommend that conditions are placed for an archaeological scheme of works.

The Spalding and District Civic Society provided two objections to the proposal, which may be summarised as:

  • Quantity of parking is insufficient and local public parking facilities are too overcrowded to support the proposal.
  • No provision for motability vehicles.
  • Reliance on off-site parking is a contradiction of Policy 36 of the South East Lincolnshire Local Plan (2019) (SELLP)
  • Refuse collection shall not be possible by council operatives from the waste collection point, and so waste will have to be managed by a private firm.
  • Not enough outdoor amenity space.
  • Design features such as the asymmetry, pediment, lack of extended eaves, vehicle arch and closeness to the highway are inauthentic and incongruous.
  • Impact on the views of several local historic buildings, including the Grade I listed Church of St Mary and St Nicholas and Ayscoughfee Hall are overbearing and harmful to the historic environment and thus should require full analysis.
  • Proposal is too tall.
  • Use of the site as a care home is not the optimal use. This would instead, be as a town hall.

The NHS requested a financial contribution of £33,819.50.

Lincolnshire County Council as Lead Local Highways and Flood Authority offered no objections subject to conditions and informatives.

Historic England did not wish to comment, and recommended that the LPA consult their conservation specialist adviser.

SHDC Environmental Health requested that should the application be approved a construction management plan detailing noise and dust protection methods shall be required

SHDC Environmental Protection requested that standard land contamination conditions be imposed if the application is approved.

SHDC Trees and Nature Conservation Officer raised concerns about protective fencing around the Root Protection Areas of trees adjacent to the site, and the proximity of the development to trees which are of high visual amenity value in the middle of Spalding Conservation Area.

Councillor David Ashby, local Ward Member, submitted two comments, both of which offered full support to the proposal.

239 Pennygate, Spalding

The committee was scheduled to consider a full application for a proposed single storey side extension at 239 Pennygate.

Lincolnshire County Council - Highways and SUDS stated that the extension would form an additional bedroom increasing bedroom numbers to 4, and that a 4-bed dwelling should have parking for 3 cars.

Welland and Deepings Internal Drainage Board had no comments.

Environmental Protection had no comments regarding land contamination.

Councillors S Chauhan and Ingrid Sheard did not respond.

South Holland Internal Drainage Board did not respond.

No letters of representation had been received.

96 Railway Lane South, Sutton Bridge, Spalding

The committee was scheduled to consider a full application for a single storey rear extension at 96 Railway Lane South, Sutton Bridge.

Lincolnshire County Council Highways had no objection.

South Holland Internal Drainage Board had no comments to make.

No letters of representation had been received.

Land to South of 103 Quadring Road, Donington

The committee was scheduled to consider a full application for a proposed self-build detached dwelling at land to south of 103 Quadring Road, Donington.

Black Sluice IDB confirmed that IDB consulting sits outside of planning, and the provision of advice on surface water and foul water disposal.

Highways & Suds had no objections.

The Historic Places Team stated that the proposal is unlikely to have an impact on significant archaeological remains.

Environmental Protection had no comments regarding land contamination or environmental protection.

No comments had been received from the public.

Planning Appeals

The committee was scheduled to receive an update on recent appeal decisions. The report pack listed:

  • An appeal against the refusal of planning permission at 20 Cley Hall Drive, Spalding, which was dismissed.
  • An appeal against the refusal of planning permission at Rear of Landmere Cottage, Main Road, Holbeach Drove, Spalding, which was dismissed.
  • An appeal against the refusal of planning permission at Cilcarn House, 2 Holyrood Close, Donington, Spalding, which was dismissed.
  • An appeal against the refusal of planning permission at Off Town Dam Lane, Donington, which was allowed.
