The Hounslow Community Safety Partnership Board convened to discuss ongoing safety strategies and approve the Year 2 delivery plan for the Safer Communities Strategy 2024-27 and Year 3 delivery plan for the Violence Against Women and Girls Plan 2023-2026. Violence Against Women and Girls (VAWG) Plan 2023-2026

The board reviewed the progress of the Violence Against Women and Girls Plan 2023-2026, approving the deliverables outlined for Year 3. The plan serves as a framework for existing activities aimed at ending violence against women and girls in the borough.

Key achievements from Year 2 include:

• The launch of RISE, a follow-up programme designed for mothers who have completed a therapeutic programme after experiencing domestic abuse, which supported 23 women.
• Specialised training for staff to recognise and respond to domestic abuse disclosures for hairdressers and staff at two leisure centres in the borough.
• Delivery of 22 consent workshops reaching 493 children in Years 10 to 13, in partnership with the police.
• The council maintained its Safer Homes programme, supporting 23 referrals.
• A walk and talk with professionals from the council and police took place in Lampton Park, resulting in foliage being trimmed and safety posters being put up.

Year 3 will focus on:

• Launching the Harmony Programme, designed for older members of the community who may be experiencing abuse from adult children or grandchildren.
• Piloting a new programme at Heston Primary School called Speak Up, to help children build a clear understanding of healthy relationships.
• Delivering a modern-day slavery awareness workshop at an all-male contingency accommodation site.
• Introducing a Safer Communities Co-ordinator for Men and Boys.
• Delivering targeted training to staff in care homes, contingency hotels, and Transport for London bus drivers.
• Implementing the Ask for Angela and Safe Spaces initiative with businesses in Hounslow.
• Delivering sessions at the Junior Citizens event and further consent workshops in schools.

Safer Communities Strategy 2024-27

The board reviewed the end of Year 1 report and agreed to the Year 2 delivery plan for the Safer Communities Strategy 2024-27, which focuses on three key priorities:

• Residents are less affected by serious crime.
• Young people and adults exposed to and exploited to commit crimes receive help.
• Residents work together to keep Hounslow safe.

In Year 2, the strategy aims to achieve these priorities by:

• Increasing visible policing in key areas such as Hounslow Town Centre, Feltham and Chiswick.
• Collaborating with statutory agencies and community voluntary services to support Integrated Offender Management participants.
• Delivering a comprehensive Violence and Vulnerability Reduction Action Plan.
• Improving treatment diversion rates through the Police Project ADDER team.
• Maintaining regular patrols across public spaces and arranging engagement events with residents.
• Continuing the detached outreach service and launching a new role to support men and boys affected by violence.
• Addressing online crime through training and assessing available services for victims.
• Improving access to specialist, trauma-informed support for domestic and sexual abuse survivors.
• Increasing engagement with diverse and inclusive groups in the community and holding focus groups to increase vulnerable residents' perception of safety.
• Delivering London's Violence Reduction Unit MyEnds Project.
• Improving the availability and accessibility of information regarding reporting safety concerns and anti-social behaviour.

Community Safety Partnership Statutory Duties Annual Review

The board conducted its annual review of statutory duties, as required by the Crime and Disorder Act 1998, the Police and Justice Act 2006, and other related legislation. The review ensures the partnership remains effective, clear on priorities, and responsive to changes in the local area.

The review highlighted the following strengths:

• Consistent board attendance and membership.
• Completion of an annual strategic needs assessment.
• Community consultations and engagement.
• Alignment with the Police and Crime Plan.
• Commissioning of Domestic Homicide Reviews¹.

Areas for improvement include:

• Updating the information-sharing protocol, which was last updated in 2019.
• Developing a new reducing reoffending plan.

The board agreed to consider a review of partners' skills and knowledge as an action to strengthen the structure of the Community Safety Partnership.

White Ribbon Action Plan

The board received an update on the progress of the White Ribbon Action Plan, which aims to engage men and boys in preventing violence against women and girls. Hounslow Council has been White Ribbon accredited since 2015.

Achievements in Year 2 include:

• Hosting an event celebrating male White Ribbon Champions.
• Delivering specialised training to hairdressers and staff at leisure centres.
• Delivering 22 consent workshops in schools.

Year 3 will focus on:

• Expanding prevention efforts to reach more communities and populations.
• Investing in innovative approaches to engage men and boys in preventing VAWG.
• Sustaining commitment to the White Ribbon campaign.

Safer Communities Dashboard

The board was presented with the Safer Communities Dashboard, which provides an overview of crime trends in the borough. [Joe Sanders-Wilde], Intelligence Analyst, and [Chief Inspector Barinder Gill] presented the dashboard, which offers detailed geographical data and comparisons to other London boroughs. Hounslow is considered a lower-crime borough, with a crime rate lower than London's average.

Hounslow Youth Justice Plan 2025/26

The board received the Hounslow Youth Justice Plan 2025/26 for information. The plan reviews actions undertaken in 2024/25 to reduce youth crime and outlines statistical data, case studies, and the previous year's action plan.

MyEnds Project 2024/26 Update

The board received an update on the MyEnds Project 2024/26, presented by [Siobhan Donoghue], CEO of Perfectly Imperfect, and [Khalid Abbas], CEO of Can you Challenge. The project uses a hyper-local approach to support residents in tackling violent crime.
