Summary
The Kensington and Chelsea Licensing Sub-Committee met to consider a notice to hold a temporary licensable event during Notting Hill Carnival 2025. The report pack included an objection to the notice from both the police and the Noise and Nuisance Team. The sub-committee was asked to make a decision on the temporary event notice (TEN).
Objection to Temporary Event Notice for 6 Cambridge Gardens
The sub-committee was scheduled to consider an objection to a temporary event notice submitted by Mr Prince Richardson for the front garden area of 6 Cambridge Gardens, London, W10 5UB in the Golborne ward.
Mr Richardson's TEN proposed the sale of alcohol on and off the premises during Notting Hill Carnival1 2025, specifically on Sunday 24 August and Monday 25 August, from 12:00 to 19:00 each day. The maximum number of individuals permitted on the premises at any one time would not exceed 10.
PC Mark Perry, on behalf of the Metropolitan Police, objected to the TEN on the grounds of prevention of crime and disorder and public safety. PC Perry raised concerns about the location of 6 Cambridge Gardens, stating that it is:
located at the junction with Portobello Road—an area of significant footfall and congestion during Notting Hill Carnival. The Police believe that allowing the sale of alcohol from this location would draw large crowds, create queues, and generate pinch points that obstruct the highway and increase the risk of crowd surges, crushing, and disorder. The site is also used as a cut-through to the main Carnival route.
PC Perry also noted that Mr Richardson's risk assessment and event management plan did not adequately address queue management, crowd control, or how disorder and intoxication would be handled. The police were further concerned about the proposal to sell alcohol from the address into the public highway, which would require a street trading licence2.
Philip Richardson, Principal Environmental Health Officer for RBKC, objected on behalf of the Noise and Nuisance Team on the grounds of prevention of public nuisance and public safety. Mr Richardson noted that the premises is located directly opposite Portobello Green and canopy, which will host an organised event during Notting Hill Carnival. He stated that the sale of alcohol from this location is likely to draw and hold crowds, worsening congestion and impeding the safe flow of pedestrian traffic.
Both PC Perry and Mr Richardson had corresponded with Mr Richardson regarding their concerns.

Appendix H lists other TENs that have been submitted for Notting Hill Carnival.
The sub-committee was advised that it must consider the objection notices and take steps to promote the licensing objectives3, which include:
- the prevention of crime and disorder
- public safety
- the prevention of public nuisance
- the protection of children from harm
The sub-committee was advised that it could issue a counter notice, take no action, or impose conditions.
