This extraordinary meeting of the Adur Council was scheduled to focus on the consideration of local government reorganisation proposals. Consideration of Local Government Reorganisation Proposals
The main item on the agenda was to consider a report by the Interim Chief Executive, regarding Local Government Reorganisation Proposals. The agenda pack included several documents pertaining to this issue:

- Shaping West Sussex Business Case
- Business Case Appendices
- Supplementary Statement
- Thriving Together
The Shaping West Sussex Business Case outlines the rationale and potential benefits of reorganisation. The Business Case Appendices provide additional data and analysis supporting the business case. The Supplementary Statement may offer further clarification or updates to the initial business case. The Thriving Together document could detail collaborative efforts or partnerships related to the reorganisation.
Public and Member Questions
The agenda provided time for questions from both the public and council members. Questions from the public were required to be submitted by 18 September 2025, and were limited to matters within the council's power or affecting the district, excluding specific planning or licensing applications, staffing appointments, appeals, or standards determinations. Public question time was scheduled to last up to 30 minutes, with each questioner allowed up to 5 minutes, and one supplementary question.
Similarly, members' question time was also scheduled for up to 30 minutes. Questions were to be taken on the business set out on the agenda, in order of receipt and in rotation from each political group on the Council. For this extraordinary meeting, pre-submitted members' questions had to relate to the single item of business: consideration of local government reorganisation proposals.
Other Business
The agenda also included standard items such as apologies for absence and declarations of interest. There was also an opportunity to consider any items raised under urgency provisions, subject to the Chair's agreement.
