Here is a summary of the items scheduled to be discussed at the Kensington and Chelsea Council Licensing Sub-Committee meeting on 31 July 2025. The sub-committee will be considering a notice given by Mr Damoy Robertson to hold a temporary licensable event at Subterania, 12 Acklam Road, London, W10 5QZ. Objection to Temporary Event Notice - Subterania, 12 Acklam Road
The Licensing Sub-Committee will be considering an objection from the Metropolitan Police to a temporary event notice (TEN) submitted by Mr Damoy Robertson for the premises Subterania, 12 Acklam Road, London, W10 5QZ.
Mr Damoy Robertson has applied for a TEN to use the venue as a club night with amplified music and alcohol sales during the Notting Hill Carnival weekend, specifically Friday 22 and Saturday 23 August 2025, from 21:00 to 03:00, with a maximum capacity of 499 people.
According to the report pack, Police Constable Mark Perry has objected to the TEN on the grounds of public safety and the prevention of crime and disorder. PC Mark Perry believes that operating a nightclub during the Notting Hill Carnival weekend for 499 people until 03:00 constitutes a high-risk event. PC Mark Perry states that Mr Damoy Robertson has not contacted the police to discuss concerns, nor has he submitted an event management plan detailing how he will safely run the event, including security arrangements. PC Mark Perry is also concerned about how 499 patrons will get home at 03:00 without causing disorder or disturbing residents.
PC Mark Perry says that Mr Damoy Robertson has not upheld the licensing objectives in accordance with clauses 25.4 and 25.5 of The Royal Borough of Kensington and Chelsea's Licensing Policy.
The report pack includes extracts from the council's Statement of Licensing Policy, which outlines the four licensing objectives:
1) The prevention of crime and disorder 2) Public safety 3) The prevention of public nuisance 4) The protection of children from harm.
The Statement of Licensing Policy also states that the council will pay particular attention to any application for a premises licence or TEN notification in the Notting Hill Carnival area, and its close proximity, that is intended to include the weekend of Notting Hill Carnival.
According to the report pack, the licensing sub-committee can take the following steps:
- Issue a counter notice if it considers it necessary for the promotion of any of the licensing objectives to do so.
- Take no action, and allow the notice to have effect.
- If the premises has the benefit of a premises licence or club premises certificate impose one or more conditions which are specified on the premises licence or club premises certificate which the committee considers are not inconsistent with the carrying out of the licensable activities under the temporary event notice.
The report pack also includes a copy of the Temporary Event Notice submitted by Mr Damoy Robertson, a copy of the current premises licence for Subterania, and a map of the area.
