The Licensing & Gambling Sub-Committee of Liverpool Council was scheduled to meet on 26 August 2025 to consider a premises licence review for La Gomera, and to receive declarations of interest from the councillors on the committee.
Premises Licence Review - La Gomera
The sub-committee was scheduled to consider an application submitted by Merseyside Police for the review of the premises licence for La Gomera, a restaurant located at 83 Lark Lane, Liverpool. The premises licence holder is named in the report pack as Mr Celal Arslan, and the designated premises supervisor as Ms Arzu Sakarya.
The application for review was made on the grounds of:
- Prevention of Crime and Disorder
- Protection of Children from Harm
The report pack summarised the current premises licence as follows:

The report pack stated that the sub-committee is obliged to determine the application with a view to promoting the licensing objectives, and that they must have regard to the relevant provisions of the Licensing Act 2003, Government Guidance and the Authority's Licensing Policy.
The licensing officers' comments in the report pack included the following advice:
Where premises are found to be trading irresponsibly, the Sub-committee should not hesitate, where appropriate to do so, to take tough action to tackle the problems at the premises and, where other measures are deemed insufficient, to revoke the licence.
The report pack also stated that the sub-committee could take the following steps:
- Modify the Licence conditions (permanently or for a temporary period of up to 3 months)
- Exclude a licensable activity from the scope of the Licence (permanently or for a temporary period of up to 3 months)
- Remove the Designated Premises Supervisor (if applicable)
- Suspend the Licence for a period not more than 3 months
- Revoke the Licence
The report pack noted that no relevant representations had been made by the Licensing Authority, Merseyside Police, Environmental Health/Health and Safety, Planning and Building Control, Weights and Measures (Trading Standards), The Safeguarding Board (Protection of Children from Harm), Merseyside Fire and Rescue Service, Immigration Authority, or Health Body.

Councillors Christine Banks, Chair of Licensing and Gambling Committee and General Purposes Licensing Committee, Councillor Finley Nolan, Chair of Constitution & Standards Committee & Chief Whip, and Councillor Malcolm Kelly, Chief Whip of the Liberal Democrat Group, were scheduled to declare any interests in respect of items on the agenda, including any disclosable pecuniary interests or other registrable interests which had not already been declared in the Council's Register of Interests, in accordance with the Code of Conduct.
