The Kensington and Chelsea Licensing Sub-Committee met on 14 August 2025 to consider a notice of objection to a temporary event notice (TEN) for 29 Elkstone Road. The licensing authority received the objection notices from the relevant chief officer of police and the Noise and Nuisance Team. The Sub-Committee was scheduled to consider the objection notices.
Objection to Temporary Event Notice
The Sub-Committee was scheduled to consider an objection to a temporary event notice submitted by Miss Sacha Pryce for the premises at 29 Elkstone Road, London, W10 5NT in Golborne ward.
Miss Pryce had submitted a TEN to provide the sale of alcohol off the premises during Notting Hill Carnival 2025, on Sunday 24 August and Monday 25 August 2025, between 12:00 and 19:00. The proposed location was the media suites 29 Elkstone Road and number 31, with a maximum of 498 people at any one time.
PC Nick Gerry, on behalf of the Metropolitan Police, objected to the TEN on the grounds of the prevention of crime and disorder and public safety. PC Gerry stated that Elkstone Road is on the parade route and gets congested with people and large lorries, and that a TEN at this location could put the public at risk.
The Risk Assessment (RA) and Event Management Plan (EMP) have not provided sufficient detail about how the TEN will be managed to mitigate crime and disorder and maintain public safety.
PC Gerry believed Miss Pryce had not adequately demonstrated compliance with clauses of The Royal Borough of Kensington and Chelsea's Licensing Policy. He also noted that the TEN had not been made by, or forms part of the official plans of the event organisers, Notting Hill Carnival Limited (NHCL).
Mr Philip Richardson, on behalf of the Environmental Health Noise and Nuisance Team, objected on the grounds of public nuisance and public safety. Mr Richardson stated that the premises are situated on the forecourt/car park area in a heavily congested area of the carnival footprint, on the parade route, and that the TEN is likely to exacerbate this congestion by drawing and holding people at the site. He also noted that there was no detailed plan showing the location of the proposed sales of alcohol, or evidence that a street trading licence had been granted to allow the sale of alcohol onto the public highway.
The report pack included extracts from the council's statement of licensing policy, a map of the area, a list of licensed premises within the vicinity, a map of the 2024 Carnival footprint, and a list of temporary event notices received so far for this year's Carnival.
