The Environment and Place Scrutiny Committee of Woking Council met on 4 September 2025 to discuss its work programme, the Community Infrastructure Levy processes, and emergency planning updates. The committee was also scheduled to receive a verbal update on the results of the Additional Licensing Scheme Consultation.
Community Infrastructure Levy Processes
Jill Peet and Cessiah Adgie were scheduled to present a report on the Community Infrastructure Levy (CIL) processes.
CIL allows local authorities to raise funds from developers undertaking new building projects in their area. The money can then be used to fund a wide range of infrastructure improvements that benefit the community.1
Review of Emergency Planning Updates
Emma Bourne was scheduled to present a report to the committee on the review of emergency planning updates.
Additional Licensing Scheme Consultation Follow Up
Anne Woodward was scheduled to provide a verbal update on the results of the Additional Licensing Scheme Consultation.
Additional licensing schemes require landlords of houses in multiple occupation (HMOs)2 to obtain a licence from the council. This allows the council to ensure that the properties are safe and well-managed.
