Herefordshire Council's Licensing Sub-Committee met on Friday 5 September 2025 to consider an application to transfer a premises licence, and to discuss the potential suspension or revocation of a personal licence. Councillor Polly Andrews, Chairperson Licensing Sub-Committee, Councillor Dave Davies and Councillor Peter Hamblin were scheduled to be in attendance. The meeting was scheduled to take place both online and at Conference Room 1 of the Plough Lane Offices, Hereford.
Application to Transfer a Premises Licence for Marmaris Kebab
The sub-committee was scheduled to consider an application to transfer a premises licence in respect of Marmaris Kebab, 21 Union St, Hereford HR1 2BT. The application was called by the Licensing Authority as a Responsible Authority under the Licensing Act 2003.
Suspension or Revocation of a Personal Licence
The sub-committee was also scheduled to discuss the potential suspension or revocation of a personal licence following conviction of the holder for a relevant offence under the Licensing Act 2003.
Exclusion of Public and Press
The report pack included a recommendation that the public and press be excluded from the meeting during the discussion of both of the above items. This recommendation was made in accordance with section 100(A)(4) of the Local Government Act 1972, and Regulation 14(2) of the Licensing Act 2003 (Hearings) Regulations 2005. The reason cited for the recommendation was that the items involved the likely disclosure of exempt information as defined in Schedule 12(A) of the Act, specifically:
1 Information relating to any individual. 7 Information relating to any action taken or to be taken in connection with the prevention, investigation or prosecution of crime.
It was stated that it was considered that the public interest in maintaining the exemption outweighed the public interest in disclosing the information, and that the public interest in excluding the public from the hearing outweighed the public interest in the hearing taking place in public.
