The Conduct Committee of Rutland Council met on 2 September 2025 to discuss amendments to the arrangements for dealing with conduct complaints, and to consider whether there had been a breach of the council's code of conduct relating to two allegations.
Amendment to Arrangements for Dealing with Conduct Complaints
The committee was scheduled to consider Report No. 80/2025 - Amendment to Arrangements for dealing with Conduct Complaints. The report concerned revisions to the Arrangements for Dealing with Member Conduct Complaints, and was to be submitted to the Council on 18 September 2025 for approval.
The main proposed change to the arrangements was to remove the requirement to refer complaints to the Conduct Committee for a decision following a full investigation where no breach of the code of conduct has been identified. The report stated that this would avoid unnecessary delay and costs
.
The report also noted that other changes were to the format and wording of the Arrangements, in order to improve clarity.
The committee was asked to recommend approval of the revised Draft Amended Arrangements for Conduct Complaints 2025 to the council.
The current Arrangements for Dealing with Conduct Complaints were adopted in September 2024.
Request to Determine 'No Breach' of Rutland County Council's Code of Conduct Relating to Two Allegations
The committee was scheduled to discuss a report from the Monitoring Officer regarding a request to determine 'no breach' of Rutland County Council's Code of Conduct relating to two allegations. The details of this report were not made public.

- Annual Report on Allegations of Breaches of the Member Code of Conduct (Municipal Year 2024-25)
- Allegation of Breach of Code of Conduct by a Parish Councillor
- Allegation of Breach of Code of Conduct against members of Oakham Town Council in the Municipal year 2024/25 and proposals to address some of the issues being faced there.
