In a virtual meeting, Councillor Alun Lenny, Cabinet Member, approved the write-off of debt arrears for current tenants and leaseholders, as well as confirming the minutes of the previous meeting. The reports relating to the debt write-offs contained sensitive financial information and were therefore not made public.
Debt Write-Offs
Councillor Alun Lenny approved the write-off of debt arrears for both current tenants and leaseholders.
Current Tenant Debt Write-Off
The Cabinet Member for Resources considered a report outlining the current position on current tenant debt, prepared in accordance with the council's Financial Procedure Rules. The report requested the write-off of debts exceeding £1,500, and included details of a specific case, citing personal circumstances as the reason for the proposed write-off.
Leasehold Service Charge Debt Write-Off
The Cabinet Member also considered a report providing an update on the current position regarding debts of former and active leaseholders. The report sought approval to write off these debts, in accordance with the Council's Financial Procedure Rules, as they were in excess of £1,500.
Amy Jones, Housing Management Lead (income), explained how the debts had accrued and detailed the actions taken to recover them. Councillor Alun Lenny noted the four cases outlined in the report, and considered the individual reports for the former and active leaseholders, which detailed the reasons why the write-offs were being sought.
It was noted that consultation processes had been strengthened to engage with all stakeholders and ensure a prompt response to any complaints regarding the quality, standard of work, and costings.
Reports Not For Publication
Councillor Alun Lenny resolved that the reports relating to current tenant debt write-off and leasehold service charge debt write-off would not be made public. This decision was made under the Local Government Act 1972, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007, because the reports contained exempt information as defined in Paragraphs 12 and 14 of Part 4 of Schedule 12A to the Act.
The public interest test in this matter related to the fact that the report included personal data relating to tenants and leaseholders, including details of their arrears. The publication of individual rents was deemed unwarranted as it would be an excessive intrusion into the private and family lives of the individuals concerned.
Confirmation of Previous Minutes
The minutes of the meeting held on 2 July 2025 were approved and signed as a correct record.
