The Restructuring Implementation Committee (RIC) met on Thursday 4th September 2025, and after excluding the public, agreed to delegate authority to the Director of People & Change to write a report recommending an individual for the position of Director of Finance and Section 151 Officer1 to the council.
Director of Finance (S151 Officer) Appointment
The committee agreed to delegate authority to the Director of People & Change to write the report on behalf of the RIC to recommend to Council the name of the individual to be appointed to the post of Director of Finance and Section 151 Officer.
The post of Director of Finance (S151 Officer) was advertised externally during late July and August 2025, with Penna appointed to support the recruitment process. According to the Public Reports Pack, there were 12 applications for the role, with 3 applicants (2 female and 1 male) invited to face-to-face interviews on 4th September 2025.
The report considered by the committee noted that the salary and costs for the new post would need to be considered as part of the council's budget processes for 2026/27. The Director of Finance will also have delegated responsibility for ensuring that the council delivers against its Corporate Strategy with regards to tackling the climate and ecological emergencies.

Exclusion of the Public
The Committee agreed to exclude the public from the meeting for the discussion of the Director of Finance (S151 Officer) appointment, in accordance with Section 100 (A)(4) of the Local Government Act 1972.

The minutes of the previous meeting held on 28th July 2025 were approved as a correct record.
